HERE AS the two Acts of Conscription ^ passed by Congress have designated for onfederate service all from eigbteen up to rty-five, and the President ha*, under these cts actually called for all up to forty; and hereas he has agreed to accept, for temporary xvice on our coast, eight of tbo Regiments rmed from our First Corps of State Reserves, >d by thus accepting them has, for the period ninety days, exempted all in those Rcgients who were liable to conscription; and hcreRR this has deranged our whole organiza)n of reserve State force.1, and it is therefore icessary that there shall be a further and imediate organization made for the internal 'fence and police of the Slates: Now. kn?w ye, that I, FRANCIS W.PICKNS, Governor and Commander-in-Chief in id over the Stale of South Carolina, do sreby call upon all officers ami good citizens obey and enforce the resolutions of this itc hereunto annexed. Let the men age and worth step forward and set exames that all will feel and respect. The strength the community consists in strict obedience orders and to discipline. We nave no time cavil. That the commanding officer of each boa shall keep a roll of all persons so liable to ser vice in his company, which roll shall be caller at each parade, and all defaulters noted; and i shall further bo his duty to report immediately after each parade to the commanding offlccro the regiment* the names of such defaulters that they may be held to answer therefor be fore a court-martial. And the commanding officer of each beat fchall have power to gram leaves of .absence from such parades to sue! persons as may be called away from the heal on business, and to physicians, mi Mors, ferry men, overseers, and owners in eliarge as over .seer*, where the public interest requires thai they should not be withdrawn from their duties to attend the company parades. 4. That the commanding officer of each bcal shell keep an additional and separate roll of all effective men in his company who are between the ages of 40 and 50 years, the same to constitute a reserve force for the defence of the Stale, and be subject to the call of the Cetnmander-in-Cliief, for service in any part of the State. Tn making up such roll, there shall l>< excluded therefrom nil persons who arc in tin military service of the State or in the service of the Confederate Stales, and all persons wh( are by Stale authority declared "exempt fron draft," as also, all persons who li ve been do tailed for special service by order of the Covernor and Council, whilst engaged on such ser vice, or indefinitely fiirlougliod on account oi "public interest." When a call shall at any time be made upon swell effective men, by the Commanderin-Chief, for active service, it shall U? the duty ?f all persons so enrolled to report themselves pminptly, on the day named, at their respective places of regimental parade; and the commanding officer of the regiment shall there 01ganize them into companies of not less than sixty-four men, rank and file, order the inuacd iate election of company officers, and promptly report the companies thus organized and officered to the Adjutant and Inpector Gen oral. 7. That depots of arras and ammunition be established at each Court House in the State (except in the Districts of Charleston, Georgetown, Beaufort and Richland) to which shall be Sent forthwith 68 stand of arms with 2C rounds of cartridges to each. The same to be subject to the order of the commanding officei of the regiment in which such depot is estab ished, or of the commanding officer of the bcal company organizod at such Court House.
