Tbo Richmond Examiner states propositions
have been received by the government, through
Geo. Wool, at Fortress, Monroe, for a general
exchange cf.prieoners of war. The propositions
offer, as a basis of exchange, the cartel
adopted between the United States and Great
Britan in the war of 1812; and also offer to exchange
our privateersnaen on the same footing
~ of prisoners of war, the surplus on cither side
to be paroled without further conditions. It
is proposed to exchange the prisoners at City

crate States Government may designate. It is
supposed that there is a slight surplus of prisoners
stil! remaining ou the part of the North.
There is no doubt but that the proposition
meets the views and wishes of ourgovernment,
and it is to be hoped that there will be no perfidy
developed in the arangement, as was the
the case in the ncgociation with General Howell
Cobb some months ago.

THE BOARD OF DIRECTORS HAVI G ORDERED,
that a Dividend of TWO DOLLARS PER
SHARE of the Stock of this Bank, be paid, on and
after the 1st day of Junq, proximo, the same will accordingly
be paid at the usual places, to-wit; at the
Bank of Charleston, the Commercial Bank of Columbia,
the Merchans' Bauk at Cheraw. and at the counter
of this Bank. This is intended as a pre-payment
of the next January Dividend?the reason for making
which, at this time, will be explained in our annual
July Circular. Suffice it, for the present, to say, that
having already prepaid the next July Dividend, the
profits now accrued amount to more than $C0,000,
with certain ready means on hand which would lie
idle till next January; and that our assets-^-as good as
those of any Bank, we believe?amount to more that
three times all our liabilities; that we will be able to
meet all demands upon us, and that many of the Stock
holders need the dividend now.

adopted by the Governor and Council,

The great evil rising trotn the too free U9e
and abuse of ardent spirits by those in the military
service of the State and Confederate
States is so manifest, that it becomes the duty
of the Governor and Council to do all in their
power to suppress or lessen it as far as possible.
Therefore, with a view to preserve the health
proper discipline of the army, be it
Nesolve<i, That the distillation of ardent sdi
rits from fruit, as well as grain, be and the
same is hcrebv prohibited, under the same penalties
as are already provided for the distillation v
of grain without license.
3^solved, that all the copperstills and leaden
pipes connected therewith will be purchased
by the State for war purposes, at a fair valuation,
if delivered at the Court House of the respective
Districts in which they are situated,
or at the nearest Railroad Depot,

Be it ordained, by the iniendant and Wardens of the
Town of Camden, in Cou.icil Assembled, and by authority
of the same, That on and afar the passing of this
Ordinance, a Tax be'levied on each item annexed, as
follows:
Flour. 50 cents per bag of 98 lbs.; .Coin, 15 oents per
bushel; Peas, 15 per bushel; Oats, 10 cent s per bushel
; Turkeys, 25 cents each; Geese, 20 cents; Duoks,
15 cents eaoh; thickens, 15 cents each; Butter, 16
oenty per lb.; Eggs, 10 oents p*r dozen
Free nsgros shipping any of the articles specified,
shall be taxed double the above rates
Provided, That there i* nothing in the abovefMinance
to preveut parties from the country shipping their
own produce, or Government agents, when they purchase
direct from the produoer.
