Tbo Richmond Examiner states propositions have been received by the government, through Geo. Wool, at Fortress, Monroe, for a general exchange cf.prieoners of war. The propositions offer, as a basis of exchange, the cartel adopted between the United States and Great Britan in the war of 1812; and also offer to exchange our privateersnaen on the same footing ~ of prisoners of war, the surplus on cither side to be paroled without further conditions. It is supposed that there is a slight surplus of prisoners stil! remaining ou the part of the North. There is no doubt but that the proposition meets the views and wishes of ourgovernment, and it is to be hoped that there will be no perfidy developed in the arangement, as was the the case in the ncgociation with General Howell Cobb some months ago.
