? ? off, to a large extent, our usual resources
for breadstuff?, by the occupation of Pamlico
Sound and the waters of the lower Roanoke
on one side, and by the occupation of Nashville
and Kentucky on the other side; and,
whereas, it is of the last importance to us that
a large supply of provisions shall he produced
amongsf ourselves, to suppoit our brave men
in the field and to supply their helpless families
left at home ;
Now, then, be it known, that I, as Coventor
of South Carolina, with the earnest approbation
of the. executive Council, do hereby issue

citizens, by every appeal that influence a faithful
and patriotic people, to abstain from planting,
at most, not. more than one-fifth of their
usual crop ot' eotton, and to plant a largo crop
of grain. l>v so doing, we place ourselves
upon the surest foundations of independence,
and put it beyond the power of our enemies
to obtain any large supply of that article so
essential in the commerce of modern nations,
except by the oiditiary mode of an uninterrupted
trade with an independent people.
Cotton is an article which comes nearer to
gold and silver, in the adjustment of balances
between nations, than any other production;
because, with the exception of eosts as to
transpoitation, it has nearly universality of demand
and universality of value, and is not
perishable. Unless it can be procured by
trent.ilinr those who urodiice it with emialitv in
their intercourse with other nations, then we
should refuse to produce it, ami determine to
-destroy what we have, if uc cssarv. To control
this power etfectually to our advantage,
there must be concert of action, and 1 earnest
ly entreat every patriotic, man to comply, for
.at least one crop, with the suggestion of this
proclamation.
The wealthy farmers owe it to 'lie wives,
daughters and sisters of our brave soldiers in
the field to raise enough provisions not only
for themselves, but to see that there is no want
around the homes of our gallant men who are
in active service. The enemy threaten a large
portion of the rice-growing region of our
State. This source of supply, winch has heretofore
been so abundant and so essential in
our domestic ceonnny, may be largely dimin
ished, and this is an additional reason wliv
?every planter in the interior should enlarge his
-crop of breadstuff's. W'o have all the means
of productive supplies within ourselves, and
now is the time to enlarge all those supplies
so essential to the support of our armies, and
so necessary to our permanent independence.

THE FOLLOWING RESOLUTION, THIS
clay adopted by tbe Governor and Council,
lias been ordered to be published :

Resolved, That the editors and owners of
newspapers in this State be informed that if
any of their employees shall fall under the
conscription, the Adjutant and Inspector- General
will be instructed to withhold from Confederate
service such of said conscripts as the
editor or owner of such newspapers shall declare
by affidavit, to be absolutely necessary
to carry on their respective establishments, and
that the work cannot be done by workmen
within their command otherwise exempt; Provided,
the number withheld shall not exceed
seven for the Charleston daily papers, five for
the Columbia daily papers, and two for each
country paper; And Provided, the conscripts
w ithheld from Confederate service shall be subject
to be detailed to such local and special
duty as may not seriously interfere with the
business of the respective offices.
