CIRCULAR.
To (he Soldiers' Aid Societies of S. C.
In answer to the numerous enquiries which have
been made by the diflerent "Aid Societies which have
been recently formed throughout the State, I have
been intructcd by his Excellency Gov. Pickens, to
give the following information.
Depots will be established by the Quartermaster
General, both in Charleston and Columbia, for the
reception of all donations of clothing; and ho is also
charged with tlio duty of forwarding and distributing
the same.
Tlio "Department" will receive all donations of
clothing, say frock coats and pantaloons, of heavy
worsted goods, shirts ana drawers, of heavy homespun
or llannel, wool, or heavy cotton soeks, blankets,
new or second hand, also heavy shoes.
Tlio plan upon which the tdate designs supplying
her soldiers with all necessary clothing, is based upon
their willingness to surrender to the State the amount
of money appropriated by the Confederate Govern"
mcnt for this purpose, say forty-two ($12) per annum,
this sum not now being sullicient iu consequence of
the greatly advanced cost of material. It is in view
of this fact that these laudablo "Associations" of ladies
and gentlemen, are cordially welcomed as eoad
juioro in una nuuiu wuih, aim m piupuiuuu iu iiivn
voluntary contributions of labor ami materials, will
tho absolute cost of clothing for our gallant volunteers
bo reduced.
Tn the event that any of the *' Associations" should
not feel themselves able to furnish both material and
labor, the Quartermaster General is instructed by his
Excellency the Governor, to re-iinbursc such Associations
the cost of all materials, at a rate not exceeding
similar materials purchased by tuo "Department;''
and the quantity allowed for each garment shall be
the same as used in our Manufacturing Bureau.
Societies are particularly requested to advise the
Quartermaster General of the quantity of work they
can do per week, and the amount of donations they
will probably send.
To prevent confusion and loss, the following method
'or marking packages should be strictly observed. All

the Districts of Fuirlield, Kershaw and Sumter, would
most respectfully announce to the citizens of the respective
districts, that lie is now prepared to discharge
the duties that devolvo upon him by virtue of
said oflico.
I have no doubt that instances may arise where the
duties properly discharged may be disagreeable to
flic riarties interested, but rclviinr nnnn the Miii-i.aian<
ami loyalty of our citizens for their assistance in defending
the provisions of the law, I shall expect such
assistance to he cheerfully tendcicd, and in all cases
that may arise, yield every consideration in my power,
tho nature of the ease may admit of, to such" persons
as may he a fleeted by its operation; in the mean time
1 shall endeavor to do my duty to the full extent and
letter of the law, and abide the consequences. The
Act of Confiscation on the part of the United States
deprives our citizens of the property without hope of
remuneration; the act of Sequestration based upon
principles recognized by the civilized world is intended
to reimburse our citizens of tho property thus decreed
to belong to our enemies.
1 would therefore call upon all tho citizens of the
Districts aforesaid, to aid mc by giving such information
as they possess of any property, personal or real,
that may belong to any citizen who may be recognized
as an''Alien Knemy." also all indebtedness in anv
manner, shape or form, uuo or payable to ci izens of
the United States (except Maryland. Kentucky and
Missouri) by the citizens of Katrlield, Kershaw and
Sumter.

I would respectfully c;dl attention to the following
provisions of the* law
1st. It shall ho iho duty of every citizen to give all
the information he may possess to the proper ollicers
of any lands, tenements, hereditaments, goods, clml*
tcls, rights and credits within the Confederacy, as hold,
owned, possessed or enjoyed by any one, lor the use
and benetit of any "alien enemy'' siueo '21st May,
18G1.
2d. It shall bo the duty of every Attorney, Agent,
Partner or Trustee holding the property rclerrod to, or
having any interest therein lor an alien enemy, to inform
the Receiver of the same, and to render a strict
account thereof,and to place the same (as tar as practicable)
in the hands of the said Receiver, whereupon
such person shall be fully acquitted of all responsibility
for property so reported
ltd. Any person failing to give such information and
render such account shall bo guilty of a high misdet
meaner, and upon indictment and conviction shall be
i lined in a sum not exceeding $5000, and imprisoned
not longer than six months, and shall further bo liable
> to pay double the value of such property held by him
r or subject to his control.
