In answer to the numerous enquiries which have been made by the diflerent "Aid Societies which have been recently formed throughout the State, I have been intructcd by his Excellency Gov. Pickens, to give the following information. Depots will be established by the Quartermaster General, both in Charleston and Columbia, for the reception of all donations of clothing; and ho is also charged with tlio duty of forwarding and distributing the same. Tlio "Department" will receive all donations of clothing, say frock coats and pantaloons, of heavy worsted goods, shirts ana drawers, of heavy homespun or llannel, wool, or heavy cotton soeks, blankets, new or second hand, also heavy shoes. Tlio plan upon which the tdate designs supplying her soldiers with all necessary clothing, is based upon their willingness to surrender to the State the amount of money appropriated by the Confederate Govern" mcnt for this purpose, say forty-two ($12) per annum, this sum not now being sullicient iu consequence of the greatly advanced cost of material. It is in view of this fact that these laudablo "Associations" of ladies and gentlemen, are cordially welcomed as eoad juioro in una nuuiu wuih, aim m piupuiuuu iu iiivn voluntary contributions of labor ami materials, will tho absolute cost of clothing for our gallant volunteers bo reduced. Tn the event that any of the *' Associations" should not feel themselves able to furnish both material and labor, the Quartermaster General is instructed by his Excellency the Governor, to re-iinbursc such Associations the cost of all materials, at a rate not exceeding similar materials purchased by tuo "Department;'' and the quantity allowed for each garment shall be the same as used in our Manufacturing Bureau. Societies are particularly requested to advise the Quartermaster General of the quantity of work they can do per week, and the amount of donations they will probably send. It shall bo the duty of every Attorney, Agent, Partner or Trustee holding the property rclerrod to, or having any interest therein lor an alien enemy, to inform the Receiver of the same, and to render a strict account thereof,and to place the same (as tar as practicable) in the hands of the said Receiver, whereupon such person shall be fully acquitted of all responsibility for property so reported ltd. Any person failing to give such information and render such account shall bo guilty of a high misdet meaner, and upon indictment and conviction shall be i lined in a sum not exceeding $5000, and imprisoned not longer than six months, and shall further bo liable > to pay double the value of such property held by him r or subject to his control.
