In answer to the numerous enquiries which have been made by Jlie different " Aid Societies which liavo been recently formed throughout tho State, I have been intruded by his Excellency Gov. Pickens, to give the following information. Depots will be established by tho Quartermaster General, both in Charleston and Columbia, for tho reception of all donations of clothing ; and ho is also charged with the duty of forwarding and distributing tho same. The "Department" will rcceivo all donations of clothing, scv frock coats and pantaloons, of heavy worsted goods, shirts ana drawers, of heavy homespun or flanuel, wool, or heavy cotton socks, blankets, now or second hand, also heavy shoes. The plan upon which tho State designs supplying her soldiers with all necessary clothing, is based upon their willingness to surrender to the State the amount of money appropriated by tho Confederate Govern" incut for this purpose, say forty-two ($12) per annum, this sum not now being sufficient in cousequetico of the greatly advanced cost of material. It is in view of tliis fact that these laudablo "Associations" of ladies ami gentlemen, are cordially welcomed as coadjutors in this noblo work, and in proportion to their voluntary contributions of labor and materials, will the absolute cost of clothing for our gallant volunteers be reduced. In the event that any of the '' Associations" should not feel themselves able to furnish both material and labor, the Quartermaster General is instructed by his Excellency the Governor, to re-imburse such Associations the cost of all materials, at a rate not exceeding similar materials purchased by tno "Department;'' and the quantity allowed lor each garment shall be the same as used in our Manufacturing Bureau. Magralh Ibr the Districts of Fairfield, Kershaw and Sumter, would most respectfully announce to the citizens of the respective districts, that he is now prepared to discharge the duties that devolve upon him by virtue of said otliee. I have no doubt that instances may arise where the duties properly discharged may be disagreeable to the parties interested, but relying upon the patriotism and loyalty of our citizens for their assistance in defending the provisions of the law, I shall expect such assistance to He cheerfully tendered, and in all eases that may arise, yield every consideration in my power, the nature of the ease may admit of, to such persons as may be nlVccted by its operation; in the mean time I shall endeavor to do my duty to the full extent and letter of the law, and abide the consequences. The Act of Confiscation on the part.of the United States deprives our citizens of the property without hope of remuneration; the act of Sequestration based upon principles recognized by the civilized world is intended to reimburse our citizens of the property thus decreed to belong to our enemies. i wouki uicruioro can upon an the citizens or the Districts aforesaid, to aid nie by giving such information as they possess of any property, personal or real, that may belong to any citizen who may be recognized as an "Alien Kncniy," also all indebtedness in any manner, shape or form, due or payable to ciiizcns of the United States (except Maryland, Kentucky and Missouri) by the citizens of Fairfield, Kershaw and Sumter. For the information of those who maybe interested' I would respectfully call attention to tho following provisions of the law 1st. It shall be the duty of every citizen to give all the information he may possess to the proper officers of any lands, tenements, hereditaments, goods, chattels, rights and credits within tho Confederacy, as held, owned, possessed or enjoyed by any one, for the use and benefit of any "alien enemy"' since 21st Ma)*, 1801. 2d. It shall bo the duty of every Attorney, Agent, Partner or Trustee holding the property referred to, or having any interest therein for an alien enemy, to inform the Receiver of the same, and to render a strict account thereof, and to place the same (as far as prac tieable) in the hands of the said Receiver, whereupon such person shall be fuhy acquitted of all responsibility for property so reported :M. Any poison failing to give such information and render such account shall be guilty of a high misdemeanor, and upon indictment and conviction shall be lined in a sum not exceeding $5000, and imprisoned not longer than six months, and shall further be liable to pay double the value of such property held by him or subject to his control.^ Note,?Ail persons who have a doniicil within the States with which this Government is at war, no matter whether they be subjects of Great Britain, France, or any neutral nation, or whether they bo citizens of the G.
