GENERAL ORDER 122.
I WITHIN THREE DAYS AFTER THE
* receipt of this order, each commanding
officer of the Militia Regiments of the 1st, 2d,
3d, 5th, Gth, 9th and 10th Jlrigades S. C. M.
will cause to be made a full and correct roll
of the arms-bearing men, between the ages of
eighteen (18) and forty live (45,) not exempted
by the Act of the General Assembly, of
December 7th, 1801, of each beat or volunteer
Company in his Regiment; and also an
accurate Roll of all persons who have volunteered
for, and are in actual service or under
orders therefor.

the commanding oflicers shall assemble their
respective Regiments and call for volunteers
to the number of two-thirds of the original
number of arms-bearing men from caeli Heat
or Volunteer Company and upon a fiailure on
the part of any company to respond to such
call, he shall on the. same (hi// execute a draft
therefore, as provided for in general order No.
121.
III When the required number is obtained
by volunteering or drafting, the organization
into companies will take place forthwith, as
provided for in previous orders.
IV This order will not cfleet the making
of census returns and other requirements of
the general order Xo. 121, heretofore issued.
V. Overseers of plantations are exempted
from draft, when the owners, thereof are in
actual service or arc drafted under this order,
provided they remain on the plantations intrusted
to their charge.
VI. Such portions of general orders Xo.
121, issued from these Headquarters, dated
December 9, 1801, as may conflict with the
execution of this order, arc hereby countermanded.
VII. Officers charged with duties under
this order will proceed immediately to execute
them without further notice.

To the Soldiers' Aid Societies of S. C.
In answer to the numorous enquiries which have
been made by the different " Aid Socioties which have
been recently formed throughout the State, I have
been intruded by his Excellency Gov. Pickens, to
wivn tli* fnllnwinc information.
Depots will bo established by tho Quart'>rmastor
General, both in Charleston and Columbia, for tho
reception of all donations of clothing; and ho is also
charged with tho duty of forwarding and distributing
the same.
Tho "Department" will receive all donations of
clothing, say frock coats and pantaloons, of heavy
I worsted goods, shirts and. drawers, of heavy homespun
or flannel, wool, or heavy cotton socks, blankets,
new or second hand, also heavy shoes.
I Tho plan upon which the State designs supplying
her soldiers with all necessary clothing, is based upon
their willingness to surrender to the State the amount
of money appropriated by the Confederate Govern*
meut for this purpose, say forty-two ($42) per annum,
j this sum not now being sullicient in consequence of
the greatly advanced cost of material. It is in view
j of this fact that these laudab.o "Associations" of ladies
atid gentlemen, arc cordially welcomed as coadjutors
in this noble work, and in proportion to their
voluntary contributions of labor and materials, will
I the absolute cost of clothing for our gallant volunteers
be reduced. .
In the event that any of the "4 Associations" should
not feel themselves able to furnish both material and
labor, the Quartermaster General is instructed by his
Excellency the Governor, to re-iinburse such Associations
the cost of-all materials, at a rate not exceeding
similar materials purchased by tuo "Department;''
and the quantity allowed for each garment shall be

Societies are particularly requested to advise the
Quartermaster General of the quantity of work they
; can do per week, and the amount of donations they
will probably send.
To prevent confusion and loss, the following method

most respectfully announce to the citizens of the respective
districts, that ho is now prepared to discharge
the duties that devolve upon him by virtue of
said ollico.
J have no doubt that instances may arise where the
duties properly discharged may he disagreeable to
the parties interested, hut relying upon the patriotism
and loyalty of our citizens f<>r their assistance in defending
the provisions of the law, 1 shall expect such

that may arise, yield every consideration in my power,
the nature of the case may admit of, to such persons
as may bo nllectcd by its operation; in the mean time
1 shall endeavor to do my duty to the full extent and
letter of the law, and abide the consequences. The
Act of Confiscation on the part of the United States
deprives our citizens of the property without hope of
remuneration; the act of Sequestration based upon
principles recognized by the civilized world is intended
to reimburse our citizens of the property thus decreed
to belong to our enemies.
1 would therefore call upon all the citizens of the
Districts aforesaid, to aid me by giving such information
as thoy possess ol any property, personal or real,
that may belong to any citizen who may be recognized
as an "Alien Kneiny," also all indebtedness in any
manner, shape or form, due or payable to ci'izens of
the United States (exeent Marvland. Kentnekv nml
Missouri) by the citizens of Fairfield, Kershaw and
Sumter.
For the information of those who may bo interested5
I would respectfully call attention to the following
provisions of the law
1st. It shall be the duty of every citizen to give all
the information he may possess to the proper ollieers
of any lands, tenements, hereditaments, goods, chattels,
rights and credits within the Confederacy, as held,
owned, possessed or enjoyed by any one, lor the use
and benefit of any "alien enemy" since 21st May,
18(11.
2d. It shall he the duty of every Attorney, Agent,
Partner or Trustee holding the property referred to, or
having any interest therein for an alien enemy, to inform
the Receiver of the same, and to render a strict
account thereof, and to place the same (as far as practicable)
in the hands of the said Receiver, whereupon
such person shall be fully acquitted of all responsibility
for property so reported
3d. Any person failing to give such information and
render such account shall be guilty of a high misdemeanor,
and upon indictment and conviction shall be
lined in a sum not exceeding $f>000, and imprisoned
not longer than six months, and shall further bo liable
to pay double the value of such property hold by him
or subject to his control.
Notk.?Ail persons who have a doinicil within the
States with which this Government is at war, no matter
whether they be subjects of (front Britain. France,
or any neutral nation, or whether they bo citizens of
i the lJ. S. or not. if they have a doinicil or carry on
I any trade, traffic or husim-ss within such boundaries,
they are to bo recognized as Alien Enemies under the
: law.
