receipt of this order, each commanding
officer of the Militia Regiments of the 1st, 2d,
3d, 5th, 0th, 0th and 10th Brigades S. O. M.
will cause to be made a full and correct roll

eighteen (18) and forty live (4o,) not exempt- j
cd by the Act of the General Assembly, of
December 7th, 1801, of each beat or volnn- >
teer Compahy in his Regiment; and also an j
accurate Roll of all persons who have volunteered
for, and arc in actual service or under
orders therefor.
II. Forthwith, upon receiving said rolls
the commanding officers shall assemble their
respective Regiments and cull for volunteers
to the number of two-thirds of the original
number of arms-bearing men from each iieat
or Volunteer Company'and upon a fiailurc on
the part of any company to respond to such
call, lie shall ok the .same day execute a draft
therefore, as provided for in general order No.
121.
III When the required number is obtained
by volunteering or drafting, the organization
into companies will take place forthwith, as
provided for in previous orders.
IV This order will not effect the making
of census returns and other requirements of
the general order No. 121, heretofore issued.
V. Overseers of plantations are exempted
from draft, when the owners, thereof are in
actual service or arc drafted under this order,
provided tlicy remain on the plantations intrusted
to their charge.
VI. Such portions of general orders No.
121, issued from those 1 lead quarters, dated
December 9, 1801, as may conflict with the
execution of this order, arc hereby countermanded.
VII. Officers charged with duties under
this order will proceed immediately to execute
them without further notice.

Iu answer to the numerous enquiries which huve
been made by the different " Aid Societies which have
been recently formed throughout the State, I have
been intructcd by his Excellency Gov. Pickens, to
give the following information.

General, both in Charleston and Columbia, for tho
reception of all donation* of clothing ; and he is also
charged with the duty of forwarding and distributing
tho same.
Tho "Department" will receive all donations of
clothing, say frock coats and pantaloons, of heavy
worsted goods, shirts and drawers, of heavy liomespuu
or flunue), wool, or heavy cotton socks, blankets,
new or second hand, also heavy shoes.
Tho plan upon which the Stale designs supplying
her soldiers with all necessary clothiug, is based upon
their willingness to 6urreuder to tho State the aniouut
of money appropriated by tho Confederate Govern*
mcnt lbr this purpose, say forty-two ($42) per annum
this sum not now being sufficient in consequence of
1 ho greatly advanced cost of material. It is in view
of this fact that these laudab o " Associations" of ladies
and gentlemen, are cordially welcomed as coadjutors
in this noble work, and ?n proportion to their
voluntary contributions of labor and materials, will
tho absolute cost of clothing for our gallant volunteers
be reduced.
In the event that any of tho ' Associations" should
not feel thcinseives able to furnish both material and
labor, tho Quartermaster General is instructed by his
Excellency the Governor, to rc-imburso such Associations
the cost of all materials, at a rate not exceeding
similar materials purchased by too " Depart ment;''
and the quantity allowed for each garment shall be
the same as used in our Manufacturing Bureau.
Societies arc particularly requested to advise the
Quartermaster General of the quaniity of work they
can do per week, and the amount of donations they
will probably send.
To prevent confusion and loss, the following method
lor marking packages should be strictly observed. All
.Societies near Charleston, should ship to Charleston

tlio Districts of Fairlicld, Kershaw and Sumter, would
most respectfully announce to the citizens of tlio respective
districts, that he is now prepared to discharge
the duties that devolve upon him by virtue of
said oilice.
1 have no doubt that instances may ariso where the
duties properly discharged may be disagreeable to
the parties interested, but relying upon the patriotism
and loyalty of our citizens for their assistance in defending
the provisions of the law, I shall expect such
assistance to bo cheerfully tendered, and in all eases
that may arise, yield every consideration in my power,
the nature of the case may admit of, to such persons
as may be allected by its operation; in the mean time
1 shall endeavor to do my duty to tlio full extent and
letter of the law, and abide the consequences. Tlio
Act of Confiscation 011 the part of the United States
deprives our citizens of the property without hope of
remuneration; the act of Sequostration based upon
prineiplc-s recognized b3r the civilized world is intended
to reimburse our citizens of tho property thus decreed
to belong to our enemies.
1 would therefore call upon all the citizens of tho
Districts aforesaid, to aid me by giving such information

that may belong lo any citizen who may be recognized
as an "Alien Enemy," also all indebtedness in any
manner, shape or form, due or payable to citizens of
the United Stales (except Maryland, Kentucky and
Missouri) by the citizens of Fairiiold, Kershaw and
Sumter.

I would respectfully call attention to the followiug
provisions of the law
1st, It shall be the duty of every citizen to give all
the information he may possess to the proper officers
of any lands, tenements, hereditaments, goods, chattels,
rights and credits within the Confederacy, as hold,
owned, possessed or enjoyed by any one, lor the use
ami benefit of any "alien enemy" since 21st May,
1S(>1.
2d. It shall be the duty of every Attorney, Agent,
Partner or Trustee holding the property referred to, or
bavin*? any interest therein for an alien enemy, to inform
the Receiver of the same, and to r. nder a strict
account thereof, and to place i'te -am. (as liir as practicable)
in the hands of the sa; eceiver. whereupon
such person shall be fill v acijuitted of all icspousibility
for property so reporteii
:td. Any peison failing to give such informalioi^and
render such account shall be guilty of a high misdemeanor,
and upon indictment and conviction shall bo
lined in a sum not exceeding $.">000, and imprisoned
not longer than six months, and shall further be liable
to pay double the value of such property held by him
or subject to his control.
Notk.?Ail persons who have a domicil within tho
States with which this Government is at war, no matter
whether they be subjects of Groat Britain, Franco,
or any neutral nation, or whether they bo citizens of
the U. S. or not, if they have a domicil or carry on
any trade, traffic or business within such boundaries,
they are to be recognized as Alieu Enemies under tho
law.
