CIRCULAR.
To lh? Soldiers' Aid Societies of S. C.
In answer to the numerous enquiries which have
been made by the different " Aid Societies which have
been recently formed throughout tho State, I have
been intruded by his Excellency Gov. Pickens, to
give the following information.
Depots will bo established by the Quartermaster
General, both in Charleston and Columbia, for tho
reception of all donations of clothing ; and ho is also
charged with the duty of forwarding and distributing
1 tho same.
The " Department" will rceeivo all donations of
clothing, say frock coats and pantaloons, of heavy
worsted goods, shirts and drawers, of heavy homespun
or flannel, wool, or heavy cotton socks, blankets
new or second hand, also heavy shoes.
The plan upon which tho State designs supplying
her soldiers with all necessary clothing, is based upon
their willingness to surrender to tho State the amount
ot money appropriated by the Confederate Govern,
inent for this purpose, say forty-two ($42) per annhm^
this sum not now being sufficient in consequence of
the greatly advanced cost of material. It is in view
of this fact that these laudablo "Associations" of ladies
and gentlemen, are cordiaiiy welcomed as coadjutors
in this noblo work, and In proportion to their
voluntary contributions of labor and materials, wid
the absolute cost of clothing for our gallant volunteers
be reduced.
In the event that any of the " Associations" should
not feel themselves able to furnish both material and
labor, the Quartermaster General is instructed by his
Excellency the Governor, to ro-imburse such Associations
the cost of all materials, at a rate not exceeding
similar materials purchased by tne "Department;"
and the quantity allowed for each garment shall be
tlio same as used in our Manufacturing Bureau.
Societies are particularly requested to advise the
Quartermaster General of the quantity of work they
can do j?cr week, and tlio amount of donations they
will probably send.
To prevent confusion and loss, the following method
lor marking packages should be strictly observed. All
Societies near Charleston, should ship to Charleston

Charleston is threatened by land and by
sea, with large forces. 1, therefore, in conformity
with an Act passed the 7th instant, entitled
"An Act to annul and suspend certain portions
of the Militia and Patrol laws of this State,"
do hereby issue this, my 1'reclamation, calling
for TWELVE THOUSAND VOLUNTEERS,
to be furnished for a term of service not less
than twelve months, unless sooner discharged.
These irooj a will be received and mustered in
aeording to orders, below issued, by the Adjutant
and Inspector-Oeneral.
Unless this call is piomptly responded to, a
draft will be executed aeording to the provisions
of said Ac t. For further particulars,
special n ferenee is hereby made to the order
of the Adjutant ami 1 iispector-Hcneral.

EXTRACT FROM THE RECENT ACT OF THE LEGISLATURE.

forty-eighth section of an Act entitled "An Act
to rcduco all Acts and clauses ot Acts in relation
to the militia of this State to one Act, and to
alter and amend the same," as limits the term
of service of the militia, when drafted, to three
months within this State, and two months
out of the State, be, and the same is hereby,
suspended during the said war, and that during
such suspension, the Commandcr-in Chief
may call out any portion of the militia of this
State, from the ages of eighteen to forty five
(except those exempt by this Act from militia
service), for twelve months, unless sooner discharged,
for service either in this State or any
of the Confederate States : Provided, That in
his ordering a draft, the companies (beat or
volunteers) of militia shall be allowed to furnish
the quota required of them by the volunteers
for actual service.
111. That the companies shall furnish their
(juntas ot volunteers or dratted men in proportion
to their relative numbers liable to a draft
by the provisions of this Act, and be exempted
from such call to the extent of tlio number
of volunteers they have already furnished, and
who are then in the military service of this
State, or the Confederate States, or who shall
have served at least twelve months in such
service : Provide*/, That no company shall be
reduced by drafting below the number of fifteen
; And provided further, That it may be
lawful for any one so drafted to tender to the
Commander of the regiment a capable subsitutc,
and upon his being received, tho person drafted
will be excused from going into actual service
but shall be liable to perform ordinary militia
and patrol duty.
VI. That all Acts and clauses of Acts prohibiting
persons from being eligible to oflice,
by reason of not holding commissions in any

ami the same are hereby, suspended during
the said war, and that any person, during such
suspension, shall be eligible to any ot said offices,
ami that all laws requiring more than ten day's
notice for any military election be also suspended
during the same time, and that any time within
ten days shall he sufficient notice for any
such election in the militia and volunteer service
of the State, and in default of such election,
the Governor shall forthwith fill the office
by appointment.
IX. That upon any proclamation or order
from the Governor and Commander-in-Chief
calling for troops, the commandant of each
militia regiment, not excepted in this Act, shall
forthwith assemble his command at the usual
muster ground, and proceed to execute the requsitions
thereof; and that officers commanding
beat or volunteer militia companies, and
if there be no such commissioned officers, then
some suitable person appointed by the commandant
of the regiment, shall forthwith take,
or cause to be taken, a census of all persons
liable to militia duty under tins Act, rosiding
within their respective beats,.and make out a
roll of the same, and also sc^cratQ.- rolls on those

States: and shall return.copies of the said rolls
to the commandant of the regiment and to the

and for default in making said returns within
ten days after being required to do so by the
order of any superior ofiicer, they shall be liable
to a fine of fifty dollars, to be imposed and
recovered as provided for by the militia laws
of this State.
XV. That every person liable to military
duty under the provisions of this Act, who shall
make default when summoned into actual service,
shall he liable to such punishment, short
of death, as may be imposed by a court martial,
according to the articles of war of the Confederate
States, said court to be convened by the
officer commanding the regiment to which such
delinquent shall belong, who is hereby authorized
to order said court in conformiuy with
the usages of the army of the Ooufedctate
States.

GENERAL ORDERS No. 121.
in accordance with the proclamation of IPs
Excellency, the Commander-in-chief, and under
the provisions of the Act of the General Assembly,
entitled " An Act to suspend and
amend certain portions of the Militia and Patrol
Laws of this State," it is hereby ordered :
I. That ten Companies of Infantry and two
of Cavalry be raised and organized forthwith,
from the 1st, 2d, 3d, oth, 0th, 9th and 10th
Brigades of South Carolina Militia respectively,
in accordance with the ninth section of said
Act.
II. Brigadier-General PeSaussure, commanding
4th Brigade S. C. M., is directed to
proceed at once to take or cause to be taken a
complete and accurate census of his command,
in accordance with provisions of the ninth section
of the above Act of the General Assembly,
and make the returns thereof to this office.
III. The General's commanding the 7th and
8th Brigades of S. C. M., arc directed to make
out and return to this oRice returns of the
same character as the above.
IV. That Generals of Divisions and Brigades,
and Commanders of Regiments are

execution of the above provisions of said
Act and of this order.
V. That the number of volunteers or draft
ed men required fioin each Company (beat or
volunteer) be apportioned by the Commanding
Officers of Regiments, under the direction of
Generals of llrigades, and when any Company
(heat or volunteer) fails to furnish its required
quota, then the commanding officer of the
Regiment will at once order and execute a
draft for such quota, in accordance with the
form provided in the one hundred and forty

VI. The Regiments of Infantry will consist
of ten companies, at least 08 each in the aggregate,
and the Companies of Cavalry of at
least 72 each aggregate, to serve for a period
of not less than twelve (12) months.
VII. Elections will be ordered for Company
Officers by the Commanding Officers of the
Regiments, as soon as the requisite number of
men have volunteered, or been drafted, and the
rolls of the Companies and certificates of election
will be forthwith forwarded to this office.
VIII. Upon the reception of the rolls of
Companies and certificates of elections of
Company officers, orders will be issued for the
rendezvousing of said Company in camp, and
Company officers will take rank from the reception
of their Companies in this office.
IX. Tenders of volunteer Companies made
iroin and alter tins date, should be made to
and transmitted to this ollice by the commanding
officer ot' the militia regiments from which
such Companies are raised, who will keep a
copy of such rolls to perfect his census returns
of their respective regiments.
X. All Volunteer Companies not having the
number of officers, non-commissioned offiers
and privates required by law, except those in
actual service, or already ordered into actual
service, are herewith ordered to be dissolved,
and their arms, accoutrements Mid equipments
returned forthwith to the Arsenals at Charleston
or Columbia.
XT. The census returns required bv the Act

proper form to this office without delay.
XIT. Officers charged with unties under this
order are required to execute them promptly
