The undersigned having been appoiutod
Receiver by the Hon. A. G. Magrath for
the Districts of Fairfield, Kershaw and Sumter, would
most respectfull}' announce to the citizens of tho respective
districts, that lie is now prepared to discharge
tho duties that devolvo upon him by virtuo of
said cilice.
I have no doubt that instances may arise where tho
duties projicrly discharged ma}' be disagreeable to
the parties interested, but relying upon tho patriotism
and lo}'alty of our citizcus for their assistance in defending
tho provisions of the law, I shall expect such
assistance to be checrfull}r tendered, and in all cases
that may arise, 3Ticld ever}' consideration in my power,
tho nature of the case may admit of, to such persons
ns ma}' he affected by its operation; in tho mean time
I shall endeavor to do my duty to the full extent and

Act of Confiscation on tho part of tlio United States
deprives our citizens of the property without hope of
remuneration; the act of Sequestration based upon
principles recognized by the civilized world is intended
to reimburse our citizens of tho property thus deicreed
to belong to our enemies.
I would therefore call upon all tho citizens of tho
'.Districts aforesaid, to aid mo by giving such iuformni
tion as they possess of any property, personal or real,
:that may belong to any citizen who may be recognized
i.as- an " Alien Knemv," also all indebtedness in any
imanner, shape or lbrm, due or payable to citizens of
:fche(United States (except Maryland, Kentucky and
Missouri) by the citizens of Fairfield, Kershaw and
.-Sumter.
.For tho 'information of those who may be interested,
,1 would respectfully call attention to tho following
; provisions of the law:

tho information be may possess to tho proper olliecrs
. of any .Lands, tenements, hereditaments, goods, chattels,
rights and credits within tho Confederacy, as held,
.owned,, possessed or enjoyed l?y any one, lor tho use
and benefit of any "alien enemy" siueo 21st May,

2d. It shall be tho duty of every Attorney, Agent,
.Partner or Trustee holding the property referred to, or
i having any interest therein for an alien onemy, to in,form
tho Receiver of. tho same, and to render a strict
account thereof, and to place the same (as far as practicable)
in tho hands of 'lie said Receiver, whereunon
..such porsqn shall ho fully acquitted of all responsibility,
for property so-reported
. 3d. Any person Holing to gbe such information and
irender.such account shall be guilty of a high misdoi
meaner, and upon indietmem and conviction shall be
^Ined in a sum not-exceeding $i000, and imprisoned
i.uot longer than.six months, and shall further bo liable
.to pay double the value of such property held by hint
, or subject to> his control. *
Note.?Ail persons who have a dornicil within the
.States with which this Government is sit war, no mat-ter
whethcr they be subjects of Great Britain, France,
or any neutral nation, or whether they be citizens of

any trade, traffic,or business within such boundaries,

event of the invasion of the State, or if, in his
judgment, tho State should ho in imminent danger of
invasion before the next meeting of this Ccnerul Assembly,
he authorized to call for companies of volun- j
teers. and organize them into battalions and regiments,
in such manner as in his judgment may be most expedient
for the defcnco of the State.?Jlesvlutions of the

Headquarters, November 11, 18G1. {
Under the abovo resolutions I will receive companies
of infantry, with 70 men, at tho Fair Grounds in
Columbia, and form them into battalions and Regiments
immediately: Provided, they eomo with arms,
such as they can procure, fit for active service, (as I
can promise no arms,) and supplied with four day's
provisions. None need present themselves unless they
iiave arms. They will bo ordered to report for duty to
tho Confederate General commanding at or near
Charleston, and will be considered as eidistcd for
sjiecial service, as a reserve, for tho defence of the
Stale. Although they may be received into Confederate
service, yet it will bo under a special act, passed
August 21. 18G1, entitled "an act to provide for local
defence and special service."
In the present emergency it is hoped that cvorj'
man will do his duty and act immediately. Col. F. W.
MeMaster will be assigned the duty of receiving these
companies and organizing them at the Fair Grounds.
All companies ready to march for this rendezvous
will immediately notify him ut Columbia.
