Whilst there existed a reasonable Itope of
our anility to control the blfcfcb element in our
'midst, there might be ground for a . difference
of opinion as to. the policy of accepting the
Congressional plan of reconstruction, particulaily
when we were mel with the threats of
proscription and confiscation in case of r- fueal
But taught by "the logic of events," onr
hopes of the one hare been as deceptive, ns

to the domination of its landless serfs. The
very first fruits of tbe Convention movement
present those extreme evils, beyond which tbe
future would seeni to have ndthiog -frofao in
store. With this view it is pot singular, tbe
unanimity with wbioh.the white people of the
South ore opposing the Congressional scheme of
reconstruction. It.is tree they ar? voted down
Inmost of the States of the South, but still
they furnish a strong protest against ui^ust
and unpolitio legislation, which will have its
effect upon the public sentiment of tbo ccruntry.
v; But whilst there seems to be a genet-al Unanimity
in opposing the Convention-schem*
there is some difference of opinion as' to the
mode in which the oppoaitlou can be made most
effectual. Shall we k^cp sway from the poles,
or attend and vote a conservative ticket, ut the
lime time that we refrain from voting for or
against a Convention! The reconstruction acta
require that a majority of the registered voters,
vote on this question, else a Couvention
caonct be held, llence ope of the most effectual
modes of defeating & Convention, would
be to keep away from the polls. The BAt&e
object might be attained by voting a conservative
ticket, but declining to vote on the other
question. Tliia is the course we see recommen*
ded in our sister State of Georgia, in th? Districts
havincr white maiorities. In Lliat Statu
the whites have V majority of aome 2000
votes, and with proper management many defeat
the Convention movement. With us the
question of voting is one of oo practical impor
tancc. The hording of a Convention, and ita political
complexion. are foregone conclusions.
We eobjoin the 3rd Section of the Supple*
mcntary act, which provides for ascertaining
the popular will on the C?aventioi qnettiom
Eko. 2. And be it further enacted, That at
said election the registered voters of each
