The recent very great deoline la the price of ottoo, i^ems tohave been entirely .unexpected, And we have As yet sr*n no vary satisfactory reason assigned in ezplnuation of the fact. It is supposed, however, to l>e in a great measure " a kO the exaggerated statements of tbiamount of tho present crop, which have been industriously circulated in the iuterest of pinner* and speculators. Tho present prices seemed to he based upon the anticipations ?f a full crop in the (Jnited States this fall?that is upon f?ur millions of balea but owing to the late heavy rniu?, the depredation* of insects, and a combination of cbusrs, it sceina now to be reduced to a certainty that tho present crop will not exceed two millions of bales. Id this view, arise in the price may reasonably be anticipated, aa soon as the yield of the jyesant disastrous year can be ascertained. Our molt formidable competitor at present, ;s the foreign producer, and it is estimated that whilst the cost of production h?ro is seventyfire or eighty per cent mora than it wus before Uie war, it isfropi improved modes of cultivation less in Iudia, Egypt and other countries. Except with a very large crop here, Qolton can not be profitably raised at the present cost of production, for less than ten cents in gold, and from present prospects, it iB not probuble that the present crop will exceed that of tha pnst year. With this view of tho situation the Augusta Chronicle ti Sentinel advises the planter to hold on for the present. Hear liiin : Under the present circumstanccs, there seems to as to be but one course for the planters to pursue tp force the price up to a remunerating figure. They should hold their cotton, until at least the latter and more correct estim&tea pf the growing crop can reach the European market* and produce the proper effect there. By holding ihe orop now they will give additional torce to ilie gloomy accounts which have gene forward within the Inst two or three weeks. The price cannot go lowt>r unless the planters choose to co-operate with p;pners and speculators b}- rushing their crope rapidly into the markets. \Ve *nrpesllv implore our planting friends to send no more cottou to market now than trill pay for the advancements with their factor! and merchants havo made them. These advancements should be paid promptly for two reasons: Fint, because the planter*# honor 'and <ood faith is involved and pledged to aacli early payment Second, because if they re not promptly paid it wilt be difficult, if i)Qt quite impossible, to obtain such ndvnnre* in future if they should be required, llon?*ty, honpr and interest alike require that a iuffipiopt amount of the presant crop should be rent forward to pay off the uttnosL farthing atl advances which have been made for its pro* duellos. Having acquitted tbeoiFolves of these obliga tiona, duty and interest^-equire that the balance of tfaa crop should be withheld from the market until a iea -Mon takes place in the price. This, if the planters will it, will take plajse by or before the first of November?in arpple time for them to sell at least a quan tity sufficient to pay off their laborers before tb/s end of e year. again urge our planting friends to detnand in every instance gold for their crops. 1*4 each planter make it a rule to carry home, after Belling their cotton, nothing bnt coin. In preparing tbese new lists, the tax list and registration lists must each be separately examined, and then compared, to ascertain tbe names of persona who come within the requirements of tbe order. What officer of the State can give a certificate as to tbe character of this registration, or the availability of anv individual in embraces!
