the propriety of reducing the frieght
upon cotton, says: j
I beg leave to anno*; herewith ft statement
of the freight charges do cotton over this Road
which, as far,tan I am informed, are as low, or
lower, than the Iqctil charges on any railroad
in the South, and-, ta king into aocount the do
preciatioii of the curiency, and the increased
risk in enrryihg the cotton, in consequonce of
, its inoreaeed value, are considerably less than
were V ver charged before the war.
Arrangements have aleo been made tvlllch
remove all ditiiculties with reference to the
payment of the tax. It is nece?scry, however,
that where cotton is assessed and iu* not paid,
that the assessment shall licaoinpnny the cotton;
but it is very desirable that the tax on all cotton
shall he paid at the point of shipment.
The charges on stflt have also been materially

left Mexico, but the indications point to his
speedy retirement, ard that of the French
troop*. The mission of Minister Campbell and
Gen. Sherman seems to be designed to effect
an arrangement with the Juarc-e Government
and the Ficnc*. -uthorities by which the
Flench troops will beapeedily withdrawn, up
on the pledge of the United States l;: guarantee
a regular Government in Mexico, atid the payment
of aucli claims and indemnities as may
