Sir, I have careftilly refrained heretofore
from allusion io its first passage and
all repetitions of tho Ac^ passed during tbp
war, as I have prtjfered'to suppose and fitill
do think tlmtit'xvas well mount mid though
a sad blunder was patriotic in its purpose
and therefore was ent.;'vied to the respect of
silence, but the gentlemnu has brought it
forward.
I did not think tbat there was a voieo
in tho land which would not acknowledge
Umt (lie Stay Law extending generally
through the Confederate Slates, was lljo
root of universal evil, but I was miataken,
the gentleman does nut think so. I would
,ua glad to'hear his reasons. Its existence
mftde it unnecessary to make our paper currency
a legal tender, and thus the success
of our cause los.t its hold .upon a sadly largo
portion .pf cur population. This caused
depreciation of tho currency and removed
all restraint upon speculation, which absorbed
tho heart of so many and deprived
our soldiers of the aid and support which
should have conic from home. It causcd
our pay to be valueless: our soldiers families
drew no support from our pay ; many
were starving and in want, and called back
their husbands sons and brothers from our
array ; afld to the Slay Law and its results
and noi to cowardice is to be attributed the
desertion which weakened and finally dissolved
our military furce. It is ijow met
with respect, is fosteved with care and fondled
with love. But we remember it; and
too many soldiers remember it, to make
our country love it. The bitter results of
its primal passage inukes its nature plain
ahd breaks down the epeciousTirguinente of
popular agitation and indebtedness. AVe
know wliat our trouble comes from. It is a
result of llio war. 'flic same tiling that
took property took legs and arms, maimed
and mangled our best people yet they
dont bewail their loss. It took our heroes
?and there died cheerfully, can we not
then bear tho loss of inouoy and preserve
our integrity. Soldiers can, sir?and soldiers
will. Had the Slay Law now for the
first time come before us, perhaps sir, as our
? first parents, unconscious of tho raluo of the
blessing gniued by observance of tho conbtiluliou
of ImJci), we would be deceived by
tl.e alluring form of this temptation, But
sir, the sharp blade of agonies through
which we hare passed, has severed to dazzling
armor : tho voice of wisdom and directing
power, has pronounced the fraud
and fallacies; experience has laid bare the
naked deformity of this friend of policy,
and our people must either reject the Stay
Law, to bo redeemed, or breathing the
discredit which fiilminntes from his nos- j
tiilf, yield beneath its iullueuce and sink to
the depth of the pool of corruption into
which to casls his victims.

vote, and after being variously modified, it

time 03 unnecessary ami inexpedient, anil we
are disposed to think that time will prove the
correctncfs of liis conclusions. Still wo are
inclined to grant ilio indulgence which ia gun.

ohjeclion. The best lawyers of the
Senate think thrt the bill would etnnd the test
of judicial decision upon its constitutionality.
But can a legislator who knows fully the objects

that- it contravenes the principles which have
lately been auuounccd l>y tke Court of Errors.

since, in opposition to the principles of General
