liniore Sun writes as follows to that paper, under
date December SI:
Tlio country will learn with great satisfaction
that the President intends to issue his proclamation
declaring that the States lately in
rebellion are restored to the Union, aud entitled
to recognition as J;>yal Slates, ns sc^ui ns
the progress of State inhabitation, now goinq
on so successfully, shall ho completed. Texas
and Florida are passing through the stages
necessary for their organi/.ution as States.?
When the President Bhall be enabled to turn
the Provisional Government of those Slates
over to the Governors elected by the people,
be will issue the proclamation of restoration.
It will be hailed with joy by the people
throughoat the country, and it cannot fail to
exert some inflaence over the policy of Congress.
After thin proclamation it may bo supposed
that no obstacle will remain to the admission
of Southern members, unless, indeed, it be do
termifted by the Republican majority to keep
the lately rebel Stutcs out of the Union, and
under territorial or military Governments, un
til certain constitutional amendments be agreed
to, and certain legislative measures adopted.
Col. Scgar lias authorized a contradiction of
the report that Secretary Seward lia<J told liiui
that the Southern members would be admitted
upon the reassembling of Congress.
It may be assumed that Mr. Seward is in
fAVor of their admission, iuasmuch as in his
diplomatic correspondence he disclaimed the
policy of a war for any purpose than that of
restoration of the Union, and declared that, the
rebel States might be restored simply by sending
back their Scuatois and Representatives to
Congress.
But the South has done more for the sake of
peace thud Mr. Seward then hoped for or required.

peace establishment of the army. It provides I

Home offered a resolution declaring that the
ecedisg States had forfeited their righ.f*. He

States his duties being only executive.

With a view of enhancing the value of the
stock, and adding to the working capital, the
directors have very wisely divided only ten

the quarterly report just issued, it appears that
the resources of this bink sum up $1,282,'J76.90.
The leading items are bills nnd notes,
$314,824.42; due from National Bunks, $276,605
28; United States bonds, $211,000; legal
tender and National Bank notes and cash items
$234,502.85; specie and sterling, $65,530.91.

Accordingly a motion was made to
amend bo as to make habitual intemperance for
the space of one year a sufficient cause for divorce.
An amendment was ottered to this
amendment providing that if the habit of in>
temperance was acquired before marriage a
divorce should not be granted. It was argued
that if the husbaiul was inteinnoi-Ata tinfnre
marriage, and the %vife united her fortunes lo
hi* with * knowledge of Iiis vice, sho ought!
not to be entitled lo a divorce; hut the Senate,
animated by a double .zeal for distressed wives
and for the cause of temperance, voted down
the amendment to the amendment
