Texas and Florida are passing through the stages necessary for their organi/.ution as States.? When the President Bhall be enabled to turn the Provisional Government of those Slates over to the Governors elected by the people, be will issue the proclamation of restoration. It will be hailed with joy by the people throughoat the country, and it cannot fail to exert some inflaence over the policy of Congress. After thin proclamation it may bo supposed that no obstacle will remain to the admission of Southern members, unless, indeed, it be do termifted by the Republican majority to keep the lately rebel Stutcs out of the Union, and under territorial or military Governments, un til certain constitutional amendments be agreed to, and certain legislative measures adopted. Col. Scgar lias authorized a contradiction of the report that Secretary Seward lia<J told liiui that the Southern members would be admitted upon the reassembling of Congress. It may be assumed that Mr. Seward is in fAVor of their admission, iuasmuch as in his diplomatic correspondence he disclaimed the policy of a war for any purpose than that of restoration of the Union, and declared that, the rebel States might be restored simply by sending back their Scuatois and Representatives to Congress. But the South has done more for the sake of peace thud Mr. Seward then hoped for or required.
