IHSUBRBCTION,
A terrible inRurrection has broken out in
the St. Thomas District of Janasiqs, which
is now under rnartkil law. The inMugents
?re led by a man named Paul Boyle, for
whose capture the Government has offered
reward of $2,000. A correspondent of
the New York Newt, writing from Kingston,
Jamaica, under date of October 22d,
gives tho following particulars in regard to
its origin fnd extent 11
"The negro is an apt acholai' in ai.y
v theory that p^mises bim exemption from
labour. The'stories of indulgence and
support afforded by 'your Qovernmeut to
the freedmen of the South have reached,
with the inevitable exsgerations, the ears
of our shiftless, depraved and irresponsible
black population. They regard the result
of t^e United States As an invitation to
(hem to assert tbe privileges of an equal, if
not a superior, race. They, too, demand
a "Freedmen's Bureau" to supply then)
, with" food and shelter, and to secure to tbem
tbe luxury of existcnc? in idleness and irro
eponsibility.
"Tbe rebellion li?s broken upon us like
a clap.of thunder, ?q suddenly, and, an
yet, so imperfectly known .in its datails, in
ibis locality, that I am unable to give you
any definite description without referring
to reports f.liat I still hone may prove un
true. But it 4s certain that the insurrection
is widespread, and Beeupingly the- re sult
of organised preparation.. It is char
ncterized by atrocities revolting to human
nature. The whiles who have fallen info
the hands of these savages have been doomed
to slaughter without distinction of age
or sex.
'They tear out the tongues of their victims,
cut off the breasts of women, stran
gle and mutilate little children, and prac-^
tiee nil the enormities that render the re-,
o cord of the insurrection in San Domingo
the darkest page m history. Tbe Qover
nor General is justly alarmed, and is taking
. ctery measure to suppress the revolt, but
the means at his comfaand are insufficient,
lie has sent a mail steamer to tNaesau for
troops and men of-war, ai:d also to Halifax
fo* the Seventeenth Regiment, Rationed at
that plaoe. All is confusion, excitement
and dismay."

General Canby has addressed a letter to
the Governor of Louidiano, declining to
surrender to him for trial certain men now
under arrest in the Pa*iab of St. Landry,
charged 'with murder. The offense, he
eay*, was invented with a military character,
and, as the military oourls havo constitutional
and statute jurisdiction and cognizance
of such cases, they caanot be committed.

ding in principle the jurisdiction in cases
of mutiny, derertion, or any other military
crime.

The World's dispatch from Washington
of the 5th instant says it bas. the highest
' authority for atating that the Cabinet bas
.had under consideration for several days
tht trial of Jfiff Davie. The Cabinet .is
divided as to the eoarac to adopt. The
President is opposed to a trial by a roili*
- i iary commission, but eevoral members favor
thia mode. Definite action will probably
be taken in a few days.*
