PROCLAMATION by Tin: i'kOyisionjll ooviirmoh. EXECUTIVE D PARTMENT. S. U. . ScpiEunra, 18 th, 1803, WHERE A 9 it i? represented lhat in many portions of th?8tnte tliero is groat distur ibiuce and apprehension from lawless persons, who aro-thieving, marauding and connnitling acta of violence remote from the military garrisons stationed ut the Court Houses ; and whereas. J will have do objections to the aid and aitistauce on the part of the citizens iu euppre es ing crime and maintaining order; and.whereas, also, it appears that 1'rcsident Johnson hns Vnuctioiicd und authorized the Provisional Gov cr'nor of M i^iinippi to orgnnize a similar force in that St^te, and hue forbidden the military ^authorities thara to interfere with such organization : Now. therefore, I. BENJAMIN FRANKLIN PEUHY. Provisional (Jovernor of the State of S'tiilli Cnrolinn, do proclaim, order and dt ? c urc, that tht-re *hall be foruicd and orgmi;el .in .Indium) District cue or mure inililia < o iipuniff for a Iiodk- police, to act und<t and l>e auxiliary to t.lie military garrison of riich .District in prove nling crimes and preserve the poave of the District. The cuiupauies will consist of a Captniii sod three . Lieutenants ard eighty men, scHttered over the District so n? to he easily accessible from aII pointe whero any disturbance may occur. When the companies are formed, they will report, through their Captains, to the respective Brigadier Generals commanding in South Carolina, and to Mie Provost Marshals at the respective Court Hous e, and from t-hem receive tlieir orders. When arrests have been made, tUey will turn the offenders ov^r to the civil authorities, or tiring thom ^ipfnrp fit a Provoat fTomt. MArtlml for trial and punishment, according to tlie terms of agreement, between Generals Mentis and Gilmore and myself as to the respective jurisdiction* of the oivil and military authorities in Mouth Carolina. This police guard will he voluntary in its organization, and should be composed of none but discreet persons of standing and character iu the community, who are willing to lender their services promptly when the occasion requires. It is thought that the bare org?ni ration of such forces^ tliioughout the State, will have a most salutary influence in preserving peace and order* and preveniing crime. The evil-doers will know that th*re is power, ready at hand, to arrest them and bring them to justice. It is to be hoped that all good citizens will cheerfully render this service. It should be a post of honor, as it is, to guard and protect the country. Done at Columbia, the day and year above By order of. the Provisional Governor. W II. PERRY, Private Sec'v.
