"We give below a letter from Superin
tendent DoBow to a citizen of the the
South, explaining the operations of the
produce loan and the direct lax act:

on the hundred dollars, payable in May
next, and susceptible of being assumed by
the State), is certainly very light, and in
no degree likely to embarrass. Even ir it
wcro otherwise, ' individual patriotism
would prompt tl\e roady sacrifice. The
banks already, in a spirit of liberality and

such tenders of support to the financial
policy of the Government as mast pro
tect it at every point. The only regret is,
that legal restraints thrown around those of
Louisiana ("which, it is hoped, will in some
way be removed), have prevented their i

would, taken with tho above, indicate thai
its purpose i6 not merely the redress of old
grievances. It is true that wero tlio Mexi
can frontiers in. possesion of Knglish and
j Fronch troops there would be no difliculty
in passing cotton across ihnirt
the wisdom of Mis. Glasa' celebrated re
ceipt for cooking a bare suggests itself.
Tho cotton mubt first be transported to tho
Texas border; and, unfortunately'for the
succcss of the success of tho scheme, there

arc no railroads or other facilities of trans
portation which would render the operation
a paying one. The fad, however, thatsuch
a plan is in agitation should direct tho at
tention of our Government to tho-impor
tance of sending to Arizona a sufficient
force to defeat the attempts that -will iin
doubtedly be made to furnish tho rebels
with arms and other supplies through
Mexico. Wo have very little fear of cotton
finding its way through that, channel ; but
the presence of English and French troops
on tho border; of Texas may, in other res
pccts, defeat tho purpose of tho blockade,
just as tho contiguity of tho liiitish pro
vinces to our coasts is now constantly do
ing.
NO COTTON.FROM CHARLESTON.
It i3 now settled by the prt'notism of our
snippers, ami tlio will of liio peoplo of
Charleston, that no collon will be shipped
from this port (o foreign notions. The
embargo which Congress ha- failed to put
apon the cxporation of cotton, the peoplo
of Sou'h Carolina have iinpoBd on them
selves. But it will be in vain for tba peo
ple of South Carolina to practise this "act of
