the people and 10 tbo revenue ofilcera of
tlie different counties*,it may be well for us
to state tbo determination of the Secre
tary of the Treasury in regard to the
agents who will be appointed fur makiug
tbo assessments and collecting tbe taxes of
tbe Confederate Government. It is known
i
tliaC under provision of tbe Confederate
law levying a direct tax, any State which
shall pay its quola of t|io same into ?he
Confederate Treasury by the fir?t day in
April ifcxt, wilHie entitled to a disoount ol
ten per cent ..on ^he amount assessed
against it. This discount is probably rath
er more than the exponso which will attend
the collection of the tax>frora the people,
and th$&(bro any State paying in its quota
uy uio uaie speciUod inaysavo a small per
centago of the amount to ita peoplo.
At this saving, howover, cannot be great
enough to afford Audi temptation to the
States to unddrtako the collection of the
tp
Confederate lax, the Government will
Joubtlesshave to appoint assessors and col
lectors of its o^n in many of the States
for the purpose. Looking to this proba
bility, we understand that the Secretary of
the Treasury is maturing instructions to
the Confederate Marshals on this subject.
We understand- that an important feature
of these instructions will be a requirement
Upon the Marshals to appoint for the as
sessment and collection of'the Confederate
ta^c tho game ofiicors in all tho counties
which perform similar duties fotf the State
Governments. We understand that these
instructions will be mandatory and that
the Marshals will bo left no opliou in the
rhaWer.
"Wo throw out this piece of information
in order to relievo tho Department here,
and the-Marshals in aH the Districts of the
Soutlv from the swarm of nnnlii-.nuta fX?
appointments in tlie Excise with which
thoy would other wise be overwhelmed.
The measure resolved on by Mr. Memmin
ger takes away from thia prolific source ol
patronage evo/y featuru of partisanship ;
and, considering the immense patronage
thus voluntarily relinquished by tlio Con
federate Government, reflect* groat credit
^pon the President and Secretary of the
Treasury.
"While the policy thu.i resolved upon
lvoids the invocation of a countless swarm
>f office-scekera throughout tlio land, it re
naves in great mensuro tlic most' odious
oaturcs of direct taxation, in relieving
Ik; pqoplo from tlie annoyance of two sets
>f tax gatherers dinning their demands in
o each" ea* at t?io same time. In the ira
ority of eases llio olHcors who will assess
tnd collect the Confederate tax{ will be
netJ of the people'* own selection ; andA
whenever not of their own choosing, they
fill be the appointees of their own conn
.y courts. We look -upon this determiv
latioji of. the President and Secretary o
hrf IVefcstury as one of the most impojtant
nd happy -that has attended- tho adftinis
ratio^d^ our now Government,
Inr regard to Virginia, we supposp that
ha late *period rfl wllich our legislature
neets will preclude any effort on the part
f tlie State to collect this tax Itself: and
liat instructions -fliH have gone out from
he Confederate Government and the work
if collection entered upon b?fore the Leg
jlature will meet.
