Oi.n Scott Stiix Anuicitrs to tiik Anaconda,
Idea.?-.The Washington correspondent of the
N. Y. Times under date of Thursday Inst, sends
the following:
Reports circulated of a change in the plans
of &on. Scott, and thnt he will commence nc
tiro operations against the Rebels, is erroneous.
We are further than ever removed from a bat
tle. Gen. Scott has no pxirposc of asking for a
genornl engagement. The only conflicts he
to-oon us and the Rebel* which are likely to
transpire at present, are ?kirmiiilio? i:?n
Scott's programme is tlic concentration of
Federal troops in Virginia and liie other Bor
der States in such large bodies ns to make it
madness for the Rebela to attempt an attack.
While lime intimidating them the presence of
otir forces will encourage the loyal citizens to
rise in sufficient uuuibere to prevent any fur
ther outrages?cut oil their resources, increase
tiue dissatisfaction in their camps, cause deser
tion., and by thus harassing and demoralizing
them drive tlictn from the Border States.
Gen. Scott is coifidt-nt tl at this accomplish
ed, (he loyalty of the Border States is fixed.
Then it is his purpose to transport by sea an
immense force to operate against the Gulf
States. They will be lauded under the protec
tion of tneii-of-war'ai the proinineut points on
the Atlantic and Gulf coasts, and thus threat
ened by the approaches fro-n the sen, the
authorities of the diiferent States will at once
recall their troops from the main body, and
'Jius break up their grand arm}-, and make it
impoppilile for any offensive movements. The
fragments in the different States being then
rut off from supplies from the border States
will be driven to accept terms from Washing
ton.
It is no pnrt of Hie plans as at present ar
ranged to attack the debris of the rebel army,
or to attempt to retake any of tlie stolen forts,
as the restoration of'fhem will be made one of
conditions dictated to the rebels when they find
themselves forced to accept terms.
By January, lie thinks, the rebellion will be
entirely defeated and tho Union reconstructed.

large, and squarely set in determined jaws, and
iti* eyas, sagacious, penetrating, and not by any
means unkindly, look nut at you from beetle
hrows which run straight across and spring in
to a thick luft of black hair, which is thickest
over the nose, where naturally it usually leaves
an intervening space. Ilia hair is dark, and
lie wears such regulation whiskers as were the
<Ielight of our generals a few years ago. His
manner is quick and frank, and his smile is
very pleasing and agreeable.
General Bragg received me at the top of the
at?p? which lead to the verandah, and, after a
f?w earnest and complimentary words, con
ducted me to bis office, where he spoke of the
contest in which he wan to play so important
a part, in terras of unaffected earnestness.
Why else had he left his estates? After the
Mexican war he had retired from ?he United
States artillery'; but when his State was me
naced he was obliged to defend her., lie was
satisfied the North meant nothing but subju
gation. All he wanted was peace. Slavery
an institution for which he was not re
sponsible ; but Ijis property was guaranteed
him by l*w, and it consisted of slaves. Why
did the enemy takeoff slaves from Tortugas
to work for them at Bickens t Because whites

j Next, the circulation would be uniform and
j good in every Confederate State from Virginia
j to Texas; thug relieving the people (rain the
| annoyance of a depreciated bunk currency and
furvit-hing a solution to the question now be
fore the banks, of how a "uniform currency"
can be secured. Next, money being paid for
the crop, planters and consumers generally can
pny up their last years' bills, country mer
chants and retailers can pay the jobbers?job

this ig done, as our people cannot pay away
their money to their Kortlw>m creditors, and
cannot spend so much money as usual awsy
from home in travelling, money will he abun
dant and will seek at enoe investment in Cen-r
foderate Bonds, real estate, ?fcc~ for all the sam
ples of the crop. Store-than this: on this cot
ton basis the Confederate Government eould
safely issue for its own use fifty per cent, more
of Treasur}' Notes than the cost of the cotton.
We will suppose the whole crop is worth $'i00,
000,000, at the average of 10 cents. Govern
ment issues ?',100,000,000 upon it, thus furnish
ing itself with funds for war purposes. After
one crop, pcace ensues, and then comes our
turn. The world is hare of cotton?otvr Gov?
eminent holds it nil, and a reatonable price,
under such circumstance', wuuld be >5 ce?ta
per pound. Thin gives a profit of $196",000,000
and pays the war debt. If this ooukJ be dune
for two years, the-Confederate States Would be
the richest people under heaven.

WILLIAM A. ALLEN, in the 33d year of his
age. The deceased, something more than a
year ?go, graduated in the Denial College of

calmly yi'elded up his spirit to God who gave
it. Oh! who would not he willing to lead a
life of faith and dependence upon the Saviour,
