Upon the difficulties whicli now disturb the har
mony of tbe American Union, an?l also an ex
position of the general policy which it was the
purpose of the Government to pursue with a
View to the preservation of the domestic lace
and the maintenance of the Federal Union.

some diversity of opinion in the Cabinet of the
President as to the proper mode of meeting the
difficulties which now dibturb the relations of
the Stat, s and the General Government.

weight, but did not necessarily compel the ac

was, by the Constitution, vested exclusively in
the President. I said that I was fuititer in
structed to assure him that the President of the
United ptates entertains a full confidence in
the speedy restoration of the harmony and
unity of the Government by a firm, yet just,
and liberal policy, co-operating with the de
liberate and loyal action of the American peo
ple.*

I further said that the President regretted

To deolare a whole coast blockaded is con
trary to the laws of n?tinos. Th?? usage Is,
when n blockade is effected of a port or porta,
the nation blockading informs neutral friendly
nations of the. blockade. The blockade of a
whole coast, or (as It waa termed during the
war between Grent Hritain and France, when
.1?? ?

ades, are declared by all writers on th<* Inws of
nations to be contrary to these laws. That na
tion which must suff.-red from them when de
clared by Great Britain and France and most
denounced them, was tlio United States. We
insisted then, that no blockr.de of a port can
exist, whereby the commerce of friendly na
tions can be affected?unless there be before
the port a naval armament competent to en
force the blockade. Yet, strango to say, as if
to show how utterly the whole fabric of the
United States Government?oxternal as well
a? internal?is nvertlnown, the Government at
Washington, without a declaration of war by
Congress, by whose authority war only can ba
declared, enters upon tlje war measure of
blockading the ports of tho Cqnfedin-iite States.

announcement that our ports were blockaded,
but where are the United States men of-war
to enforce the blockade ? The best dis
disposition of them which can lie made for the
Confederate States, is to employ them to blqck
ade our porta. Two striking advantages wd
pccrne to us by this arrangement: first, it will
he Mr. JiiK-Fcuscyj's embargo for the protection
of our vessels, which will by this means be
kept out of the reach of their cruisers atid pri
vateers; aftd second. it will leave the seas
quite free to the enterprise of our privateer*.
The United States Navy is too small to.proteet
the navigation of the United Stated on the
high-sen?, nad at the same time blockade the
ports of the Confederate Slates. Let it lie off
our Bars and loave the high-seas to our priva
teer*. That will suit ua exactly. We want a
fair sweep, with a hundred privateers at North
cm shijw over the Brond Atlantic and Pacif
ic oc-npa. And then it will embroil them with
ail t'ae nations of the world, who uecd our cot
ton. It may sopp end in having flew York
mid Boston lilucknded. That the Government
at Washington will he consistent in its course,
of doing the greatest damage possible to the
people of the Northern States, we have not a
