A woman applied last week to Mi? j Waterhouse for an order to allow her to 1 place two young children in the almshouse. She stated that a young man ] named Renty Brown, of St, Helena, said ] to be an influential politician, had placed 1 the children in her charge, promising to ( pay her a dollar a week for their support. But since then he had failed to do 1 anything for them. She said they were 1 his children by one of two wives with 1 which he had burdened himself. We hope it will ^ be generally attended. m V Unfortunate. t A colored man last week sold his cot- c ton to Mr. Dale, who ginned it and re turned hint the seed. The man then t placed the money received, amounting to I sixty-three dollar . in one of the bags of seed. A day or two after he sold his ^ lot of seed to Mr. Pollitxer, who shipped | it to Liverpool. The poor negro discov- s ered, wh. n too late, that he had forgotten to take his money out of the bag. i Mr. Pollitzer has written to his agents in t Liverpool to look for the monej', but s there is little chance of recovering it. j " 8 Boat Accident. ( On Monday, January 14,Thos. Given* t started from jiilton Head with a load of cotton in his boat tor Mr. Pollitzer. When near the bouy off Paris island, his boat upset, and he and George Browne, ' his assistant with difficulty climbed upon her keel. While in this position, Capt. O'Brian saw them and went to their assistance. The river was quite rough and , the wind unfavorable, but after a great deal of trouble the suffering men were taken into O'Brian'a boat. The men .state that the pilot boat Keystone saw * them and sailed quite near them but < made no effort to assist theiu. The men 1 on the Keystone d?-ny seeing the boat. { Fire. Tiie somewhat famous house on Urond i River, known as Whitehall, was burned ' Friday evening, just after sundown. J Gen. Howard was in the house at the . time, and it was with some difficulty he was rewoed. The fire was first disoov- J ered in the ro f, and the building was [ entirely destroyed. Drains. - ' The Intendant has had a force ot men engaged in putting the [entire drainage of the town in good condition, and the work has been well and effectively done. In some instanoea new box drains have been laid, making a complete [passage to tide water. The town will be in a healthy condition this summer, if there ia any Tirtue in clear drains, The filth that has been accumulating forthe past two years was sufficient to cause an epidemic. ? C. iVilson & Co. m 1 AN ORDINANCE 1 iSTUUSBIVG 4 PUBLIC HURT. ? Be it ordained by the Intendant and ? iVardens of the Town of Beaufort, in ? Jouticii assembled: ^ 1. That a public market be established rhere the town market now stands, and hat it shall not be lawful for any one to ffer fresh meat, fish poultry, or vegetables for sale in the public streets or at he landings in the town during market lours. 2. The market hours, the rent of stalls j with other rules and regulations shall be j described bv the committee on markets, g lubject to the approval of Council. j 3. Any person or persons who shall o riola e this ordinance or any regulation a stabllshed in conformity with the second j :ection of this ordinance, and shall be re- |( jorted by the Marshal to the I itendant, ihall become on conviction liable to a fine ( >f five dollars to be paid into the town rea ury. After opening the market, the person who first engages and touches a j oiot o n 0 her piece of meat he wishes to pur diase, shall he considered as having the ^reference thereto, provided he shall not lave left the stall. Beef shall be cut up in any manner a purchaser chooses, provided not less than three pounds weight is required, and the price asked therefor i k offered. Small meats shall also be J told by the pound, but the seller shall not be compelled to dispose of less than x joint. 2. Butchers and others who bring to L market kid or goat meat shall leave the feet on the quarters until sold. Such as , neglect or refuse to eonlorm to this reg- ,, illation shall forfeit the meat so offered. | 3. Untried tallow, and the entrails of , iny animal (except the hasslet, well , leaned tripe and what are called chitterlings,) are j tohibited being brought into 1 market under any pretence whatever, likewise the skin of any animal, except that of deer The heads of calves, sheep and lambs shall be hung upon hooks on I the outside of stall, or under the stalls I and not otherwise. Any person offend- I ing herein shall be fined in the sum of two dollars. 4. No meat snail be corned or otherwise cured in the market, nor shall any eornc', cmcJ or other meat be exposed 4 for sale therein in any tub. tray, or other receptacle which shall project two feet beyond any stall. Any person violating I these regulations shall forfeit the meat e and be fined two dollars. Every tray, 8 tub. or other receptacle not capable of retaining the pickle, shall be seized and destroved. ?- - ? ? , . ,, ( 5. The occupiers or tne several staus in the flesh market, shall cause the same to be cleanly scoured, likewise the scales and blocks, on the breaking up of the market of every market day. Such as neglect or refuse to comply with this reg- ' ulation shall be fined in the sum of one * dollar for each and every neglect, and if not paid in twenty-four hours after demanded, shall forfeit the use of his or her stall tor one week. The Marshal of the town shall have the unoccupied stalls , scoured daily. | 6. Butchers and other persons renting , or occupying stalls are strictly forbid i chopping on the same with anything i whatever. Any one offending herein i shall for each offence, pay a fine of two i dollars. 7. The butchers and their attendants shall be required to be cleanly dressed, J and wear a clean white apron constantly ( while attending to their stalls in the mar- , ket. Any violation of this rule shall in- i cur a fine of one dollar. < 8. If any mutilated or defective scales, 1 weights, or measures be used by any per- i son in the public market, the same shall be seized and destroyed, and the owners thereof, or occupants of the stall, shall for every such offence be subject to a i fine not exceeding five dollars. 9. No person snail encumber the space between the stalls in the vegetable market with vegetables or any other article for sale. Anv person violating this regulation shall forfeit the article encumbering the spaces aforementioned. 10. Smoking tobacco, swearing, singing and boisterous talking are prohibited during market hours. 11. No person or persons shall offer for sale any unwholesome or stale articles 'if provisions, or any poor carrion, blown, puffed up, or unsound meat, or measly pork, under a penalty not exceeding twenty dollars, to be adjudged by any two wardens of the town. 12. No butcher or other shall sit on any stall during market hours, or lounge about the market. 13. Any two of the wardens shall be authorized to impose a fine for any violation of the rules and regulations of the market subject to an appeal to the Council at its next meeting. 14. Oooupants of fish stalls shall pay arentoften cents each per day, and a, " -* i y- : :i they are required to have them thoroughy scoured every time they are used. A ine of one dollar shall be imposed for ;very neglect of this regulation. " Every pefsOn occupying a flsli stall n the market, shall pay a reit Of ten ents a day for each stall, and shall after laving sold or removed their fish from he market, have their stalls cleanly icoured. Any occupant refusing or neglecting to comply with this regulation, ihull be fined one dollar for each neglect )r refusal, and if not paid in twenty-four rours after remanded, shall be refused he use of the market for selling fish uc,il the fine be paid." The meat market shall be opened ev;ry day except Sunday, from daylight antil eleven o'clock a. m., from the first lay of June until the first day of Ocober; and from daylight until one 'clock p. m., from the first day of October, until the thirty-first day of May. The meat stalls shall be rented at the ate of three dollars per month, in adance, and the vegetable stalls shall be ented at the rate of one and a half dolirs per month. The choice of stalls shall e disposed of to the highest bidder, by he Intendant after due notice given. Town Assessment. - . I Town Collector s umii, , Beaufort, S. C., Jan. 22,1874.
