vious. The State of South-Carolina

its Staples ; yet has she done hut
little towards facilitating the inter
course between her various sections

are, for no inconsiderable portion: of
eactt year, impassible. Whence can
this want of policy arise ? It cannot
spring from the want of means nor

such obstructidnS. The plans are
simple, and the expense but trifling
in comparison with the manifest ad
vantages. In my opinion. Hie error
. arises in expecting too much from the
exertions, <>f the legislature, and in
