Sometimes the muster ground became a scene of riot, and fight ing, and drunkenness, eepeeir.lly during political excitements. All these evils of militia musters are now liable to become doubled. As to the lors of labor, it was formerly trifling compered lo what it would be now, for the largest class of labortrs did not formerly muster. We trost, therefore that the State will be spared the evils ?f militia musters, although the law {compels the enrollment and organization. There is a very severe restrictive elanee in the militia act that would beoome Russian tyranny against the Tote*, or Turkish despotism. All volunteer militia ie forbid dea ; no men, or boy a either, we supp?se< in any number from two or three npward*. are allowed to practice the manual of arm* together, or to march and mtteler or drill in military style. If any volunteer drilling or manual exercise of arms is done bv persona in this State, the offender is liable to fine and imprisonment at hard labor in the Penitentiary not less than one year, and more if the judge sees fit It seems to us that there is some leading spirits in the Legislature whose only idea seems to be to govern the people of this State by the rules of a military camp. This may arise from the fact .that our most active law frnmer is a military man, and a foreigner to the State, *ho*e ideas of rule and authority were all conceived and nurtured during war limes. Henee, a youth or two of the Slate who may meet in a room or under the ahade of a tree, and practice the manual exercise are to be subject to infamous punishment, more se ere than if they had stolen sheep, or hogs or a horse, for we perceive that some of our tender-hearted judges put only six months penitentiary o?ufin<ment on a horse thief and sheep and hog stealers are seldom seat to the Psnitentiary.
