A reference to an abstract of llie proceeding of tha Senate will explain oar meaning. The Bill is en titled, " A Dill to ??i|| irt? insurrection or rebellion." It sweepj iw ay (he bill of right*, triel by |nry, habeas corpus, end every civil right el persons and corporation* at the pleasure of the Governor, ?ho I* made the sole judge of what is insurrection and combination* to resist the laws; whose instructor* and advise) r, may be, are such creature* as the negro Bitfs, ol Union, or any othar lying negio or negroes in South Carolina; and the scalawags and carpet* badgers that wish to carry their election, and prey upon the people and property of the State. It is hnrd for HadieeliMo to surrender the bayonet and to think of living in a government of civil law. I? be eaid that Gov. Scott will not abuse this power, aa he I* a moderate men, and ha* rhown a just and merciful spirit in many things. Grant everything that may be said in bis favor, he ia not superior to Sot'-M-'S, who was finally led to hie own destruction *nd that of hie people by the influence of hi* seductive sycophants. No man is to be trusted with absolute power, to be eserclsed whenever he sees fit, under any Influence or motive to declare there is occasion. We need say no more; all the arguments that were ever urged against measures of absolute tyranny, might be applied to this bill. If Gov. Scott should not grossly abuse Ids power under it, what may not some Brownlow or other malignant scalawag that the black majority may a1 any time elect. This is the Grant--'- let us have peace,** which means perp? tual despo*. ism and war. We penned the foregoing for publication last week, snd it was c< owded out of our columns. Since then we have seen an analysis of the Military Bill, and It is even more objection able than wesoppoeed. De.-potism?unmitigated, partisan deapotism? worse far than that of Russia, and Tur key. or Austria in its worst day*. ?i> established by this Bill if it pna-es the Legislature. Are there none of the dominant paity in the Legislature, who will resist this BUI, or will Gov. Scott approve it if it passes? Such mensnres as these, show that the salvation of the country depends on the triumph of the party opposed to Radicalism, who are the only true advocates of the supremacy of the Couslitu tion and Union, government and laws administered l>y that great charter of liberty. The Charleston newspapers have all borne the highest testimony (o his religious, moial and intellectual character, a* it was meet they should. The death of such a man is a loss to the Stale, and to the generation to which he belonged. With ail his moral excellence, he possessed a high oid<.r of intellect, and his talents and industrious energies, were ever directed to the support of whatsoever things are pure, whatsoever things are lovely, and to whatsoever thing* are of good report. He gave liberally of hia means and o! his labor to advance every good work. As one example nnion^niani we may mention that he gnve some years ego five thousand dollars toward the building of the Citadel Square Baptist Church, in Charleston. He was a liberal contributor also, to Furman Unireisity.
