of the rights of every individual, his life, '
liberty, property and character, that there
be an impartial interpretation or the. laws,

Congress, at its late session, has made pro
vision by an Act known aa the " Bankrupt
Law," for all those whose indebtedness exceeds
three hundred dollars ; we hold that
equity and justice demands that some provision,
at least, should be made for tnoee

38. That we will encourage a general
system of free schooln, for the education of
all claa**a, without any distinction of race
or eolpr. And that we will favor a liberal
system of public improvements, and n'so
such a system of awarding contracts for the
same as will give all our fellow cltixens an
