y* It may satisfy public curiosity to ,
f fearo^he reason why Clement C.Clay ,
is kept iu durance at Fortress Monroe, i
lie is confined there on the charge of t
advising and being accessory to the
raiding plots conceded in Canada during
the war. A considerable portion of
his correspondence on this subject is in '
the possession of the Government, and '
some of?H may be published toon. 1
It is estimated by the Internal Rev- '
enne Bureau that the proposed change 1
in the'income clause of the revenue law.
exempUng incomes under one thousand
dolInrsTrom taxation, will effect the rev
enue tax to the amount of $.27,000,000*;
the repeAl of the tax on crude petroleum
about $2,000,000 ; and the repeal of
the tax on articles in schedule A, such
as watches, carriages. Ac., $1,500,000.
The Committee on W ays and Means
are disposed to adhere to tho loan hill
in the form in which it was recommitted
to them. Many are sanguine
enough to believe that the majority of
the House will yet accept it. Mr.
Hooper stated, when he introduced his
bill as a substitute for the Committee's
bill, that it seemed to embody the
views of a large majority of the House.
Should his bill pass, the Secretary must
make the best of it, though it does not
meet his views, nor give him the addi
tiotial power he requires, lie can, under
that bill, fund the maturing obliga
ii')Q9 oi tno Uovcrnraent, and may, per
haps, effect some reduction of the cur
rency. It was necessry for the success
of the Secretary's po icy that his recommendatiop
for a cessation of interest on
compound interest notes at maturity
should he adopted. That is refused. It
was also necessary that ho should have
the power to make a foreign loan, if
desirable, in order to sustain the price ^
of Government bonds at home. That is
~*lso refused.?Iota, in Bultimore Sun.
In the House, Mr. Latbn, of New (
York, Chairman of the Printing Com- ,
tnittee, stated that the Uovcrnmet u?es (
one thirteenth of all tho printing paper ,
consumed in the United States, and 5
that the Government expenditure for ,
printing was one twelfth of the cost of
*air the printing done 111 ine union-?In
Jjt'ctadiu pi niter in lite world. In con ?
elusion, he stated that the printing now 1
* ' ordered by Congress was so great that
it would take cue or two years to cxe* 0
cute it, or else the Government print
iog establishment iuu.nI bo enlarged.
The coirespondcul of the Richmond
Dispatch, says: v
' Tim resolution of Senator Stewart ei
to provide for universal amnesty as com- 1,1
pcnsation for universal suffrage excites
much comment, and the direct assertion
has been made that eminent gentlemen

several, including Messrs. Orr end *v
Wwjce, of South Carolina ; Reagan. of
Texas, aiul others, aio published as
favoring Stewart's measures, when, in cel
fact, it is positively known here that w'
these gentlemen deprecate any such dis- Mi
position of events. The President also h'H
is opposed to the adoption of any such "ol
policy, and there is no probability of 1?
it the resolutions becoming law unless tlie die
requisite two thirds vote to overrule an I
Executive ve'.o?which failed in the on
iy instance where it was wanted?can con
be obtained. The resolution, however, we
- has been put forward only as a soft of
feeler as to what the South thinks with ^
regard to the matter."

under the amended criminal law, .which
makes this ofTenee capital, have been tried,
vis: The State versus W*. Tcnxaa, and tbe
State versus Richaro Champion, indicted
separately, both of whom were conr ieted.?
The Jury recommended both of these young

The Court yesterday (Wednesday) morning
