WHEREAS the last General Assembly of South Carolina, with a wise forecast and a liberal regard for the public welfare, based as it is so essentially on the good sense and virtue of her citizens, enacted a law by which the Commissioners of Free Schools are authorised to establish a Normal School in the city of Charleston, to which me couniry aismcu win be entitled to tend a certain number of pnpiK And whereas tne enterprising Board of St Phillips and St Michael's have now in operation, at their excellent public school in the city, weekly exercises, which will serve to ef amplify the benefits of such an establishment Now, therefore, I recommend to the several Boards of Commissioners of Free Schools in the State to appoint, at their next quarterly meeting, on the fourth Monday in April, and depute one or more of their number to visit the said public school (St Phillips street) in Charleston, at their convenience, ao as to be able to report the result of their observation at the quarterly meeting, on the fourth Monday of October next Also, I do hereby Invite all the Teachers of Free School-scholars throughout the State to come and see for themselves how the said Public School is conducted, aud what are the uses of a Normal School. As the expenses of such a visit might put it out of the power of muny to come, however much they may desire it, I will venture to say for the good citizens of Charleston, that the Houses of many residents will be opened to any Teacher who shall l>? provided with a letter of introduction, or with the certificates of the President and Secretary of the Board and Commissioner* at home. Failing In this, or in case a public house is preferred, it affords me pleasure to announce that Mrs. Kennedy, of the American Hotel, in King street, will, oa account of this Department, take care of any Teacher of a Free School who will deposit with her, his or har certificates from the President and Secretary of the District Board of Commissioners for which he or she may he employed, from the first of June to the fifth inclusive. Furthermore, I appeal to the proper authorities of the railroads ana other public conveyances, by means of which they must reach the city, to instruct their several agents, upou the exhibition to them of the said certificates, to pass all such Teachers of Frse Schools, and one Commissioner from Mch Board, going down for the purpoee herein net forth, for one fare, going and returning, I am aaaured that the Commissioner* of Free School* of St. Phillip* and St. Michael's will take pleasure in affording every facility to the Teachers una others to observe and pmfitby the improved methods Visitors will only have to apply to C. 0.
