WHEREAS the last General Assembly of
South Carolina, with a wise forecast and a
liberal regard for the public welfare, bused ns it is
so essentially on the g"od sense and virtue of her
citizens, enacted a law by which the Commissioners
of Free Schools arc authorised to establish a
Normal School in the eitv of Charleston, to which
the country dist ricts will be entitled to send a certain
number of pupils,
And wherensthe enterprising Board of St. Phillips
nnd St. Michael's have now in operation, at
their excellent public school in the city, weekly
exercises, which will serve to exemrdifv tho !>< ???.

Now, therefore, I recommend to the several
Boards of Commissioners of Free Schools in the
State to appoint, at their next quarterly meeting,
on the fourth Monday in April, and depute one or
more of their number to visit the said public school
(St Phillips street) In Charleston, at their convenience,
so as to be aide to report the result of their
observation at the quarterly meeting, on the fourth
Monday of October next
Also, I do hereby invite all the Teachers of Free
School-scholars throughout the State to come and
see for themselves how the said Public School is
conducted, and what arc the uses of a Normal
School
As the expenses of such a visit might put It out
of the power of many to come, however much they
may desire It, I will venture to say for the good
cltiaens of Charleston, that the honaes of many
residents will be opened to any Teacher who shall
be provided with a iciier ofininslsi-iwn, or with
the certificates of the President and Secretary of
the Board and Commissioners at home. Failing
in this, or In case a public house Is preferred, it
affords me pleasure to announce that Mrs. Kennedy,
of the American Hotel,' in King street, will,
on account of this Department, take care of any
Teacher of a Fr^e School who will deposit with
her, lils or her certificate* from the President and
Secretary of the District Board of Commissioners
for which he or she muy he employed, from tlic
first of June to the fifth Inclusive.
Furthermore, 1 appeal to the proper authorities
of the railroad* an J other put dio conveyances, by
means of wliieh they must reach the city, to instruct
their several agents, upon the exhibition to
them of the said certificates, to pass all such Teachers
of Free Schools, and one Commissioner from

set forth, for one faro, going and returning.
I am assured that tne Commissioners of Free
School* of St. Phillip* and St. Michael'* will take
pleasure in affording every facility to the Teacher*
and other*, to ohaerve and profit by the improved

The Numbers from 1 to 60,000, corresponding
witli those Numbers on the Tickets printed on
separate slips of paper, are encircled with small
tin tubes and placed in one wheel.
The first 457 Prizes, similarly printed and encircled,

The wheels are then revolved, and a number
is drawn from the wheel of Numbers, and, at
the same time, a Prize is drawn from the other
wheel. The Number and Prize drawn out are
opened and exhibited to the audience, a id registered
by the Commissioners; the Pri e being
placed against the Number drawn. This operation
is repeated Until nil the pi ixca m e drawn
out.
Approximation ^Prizes.?The two preceding
and the two succeeding Numbers to those drawing
the first 7 Prizes will be entitled to the 28

numbered 11248, 11249, 11251, 11252, will each
be entitled to *400. If Ticket No. 550 draws
the $30,it(tO Prize, those Tickets numbered 648,
519, 551, 652, will each be entitled to $300, and
so on according to the above scheme.
The 5,000 Prizes of $20 will be determined by
the last figure of the Number that draws the
$70,000 Prize. For example: if the Number
drawing the $70,000 Prize ends with No. 1, then
all the Tickets, where the number ends in 1, will
be entitled to $20. If the Number ends with
No. 2, then all the Tickets, where the Number
ends in 2, will be cutitlcd to $20, and so on toO.
Certificates of Packages will be sold at the
following rates, which is the risk:
