imposed and collected in the following manner :
Sau 1, Every male inhabitant between the
agee of sixteen and fifty years, who may have
.resided within the incorporated limits of said
town for the space of three months, and all
black males between the age* of sixteen and sixty
years, who may have resided within the inroitoorated
limits of said town for three months,
shall pay the sum of Two Dollars and Fifty
Cent* in" lieu of working on the street*, alleys,
