Tlic Howard Association is a benevolent Institution,

STREET AND PUBLIC LAMPS.
BE IT OltDAINEI>, That from nnd after the
ratification of this Ordinance it shall be unlawful
for any person or persons, not employed
by the Town Council for such purpose, to light
or extinguish any rtrcet or publio Lump or
Latti|>*, and any white person who shall light or
extinguish any such I.ainp or Iutmp.s shall forfeit
and pnv for each nod every offence a sum not
exceeding ten dollars, nor less than five.
Any slave or free person of color w ho may
transgres* against this Ordinance shall bo committed
to the Guard House, nnd ordered by the
Iutcndnnt to receive such corporal punishment

Any jiersoji, free or slave, who shall break or
injure any of the Lamp or Lnmpa, or Lamp-potts,

slave or Guardian of such free person of color,
shall pay the tine hereinbefore prescribed.
No person shall hitch any horse, mule or oxen,
to auy of the Public Lamps under a penalty of
five dollars.
It shnll he the duty of tho Town Marshals to
enforce this Ordinance and one half of all fines
accruing from violations of this Ordinance shall
go to the person informing of the same.
