Official Paper of Beaufort County.
Th* memorial prepared by the Beaufort
and Port Royal town councils in referenoe
to Port Royal harbor, with the intention
of having it presented to Congress,
but which their action on Tuesday last b.v
Otrikiiig out of the naval appropriation the
objectionable section, has obviated the necessity
of presenting, contains facts in relation
to our port, of interest to those in
* terested in it, and those desiring information.
In opening it lays dowu the following
propositions: First.?A permanent naval
Jtetion should be acoessibie to vessels ol
all classes in the navy from the largest to
the smallest. Second.?The station should
be in a sheltered harbor where the surfeoe
of the water is smooth, aud cominuOMfttion
from the ships to the shore, and
with each other, may be always practicable.
Third.?The station should be a
healthy one at all seasons and should be
comfortable, as quarters for officers or
met. fourth.?It should possess means

should have ready means of access to the

Koyal.
In comparing Tybee and Port Royal,
the memorial sets forth, that the largest
vessel that floats (the Great Eastern) caD
enter Port Royal, while at Tyboe naval
vessels of nineteen feet draft would And
an wn8afe anchorage, neither the Dictator
or New Hampshire now at this port can
go to Tybee, and whereas two hundred
weasels have laid in our capacious harbor
at odcc, there is not at Tybee room for
more than five vessels at one time, and
weasels even of the olass of the Congress
and Monongahelia would find the anchor
age unsafe there. At Port Royal vessels
can in all weather communicate with each
other and with the shore, or lie at the
wharves, whereas at Tybee in a northeasterly
gale all communication between ships
mid shore would be dangerous, and at
times impracticable, and the only available
place tor wharves is exposed to a very
lough sea.
With regards health, attention is called
to the fact that in 1863 the ISth army
-corpse was encamped during the summer
. . upon St Helena Island, opposite the
staff the navalteration, and were perfectly
healthy, and the health of the 180
men who have been there on the Dicta
tor for the past year is also mentioned.
As regards finaretime defence, it was
shown during the war that Port Royal
Bay could not be successfully defended
}>y work? on shore, but near the centre of
the bar ia a duster of submerged phosphate
rocks, having from sixteen to
eighteen feet of water, where monitors
of the dass of the Ajax could find anchorage
and use their batteries safe from
assault by the large ironclad ships of other
powers, and from which point the new
torpede ships could radiate for harbor
defence.
9 Attention is called to the proximity of
of railroad and talegraph station to the
present station, and to the fact that vessels
drawing twenty three feet of water
may lie at the wharves at Port Royal at
low tides.
In conclusion they say, the subject for
the consideration of the national Congress
is the fostering of the growing commerce
of all points within its jurisdiction and
the question is dot what Savannah has
expended or what Charleston has suffered,
but is which is the best point for
she purpose.
