A constable last week took out a writ of mandamus against the County Commissioners, to compel them to shew cause why they did not pay his little bill. The writ was discharged but the constable is not satisfied. He wants his bill -discharged too. The Sheila is a new vessel, of 9f>6 tuns register. She, therefore, carried three and a half bales to her register tonnage. The cotton was compressed by the Taylor Compress of Augusta, and the stevedoring was done by Mr. Jerome J. Torrent, of Port Royal.
