1. De it enacted hy the Senate and House of
Representatives, now met and silling in General
Assembly, and l>y the authority of the Maine: That
the amendment of the fourth section of tlie first
Artielo of the Constitution of this Stale, ratified
on the nineteenth day of December, in the year
of our Lord one thousand eight hundred and ten,
he altered and amended to read as follows; Kvery
free white man of the agrt of twenty-one
years (paupers and non-commissioned officers
and private soldiers of the Army of tho United
Stales, excepted,) who hath been a c'rti/.en and
