this salutary measure and array proju
dico against it, may bo refuted in a few
s< ntences:
1st. The people of South Carolina lor
many years enjoyed unexampled prosper
ity under a law restricting the rato ol
interest to 7 per con*, pur annum. Mo
ney could he easily borrowed at all times,
except at rnro and short intervals of ex
treme panic. And oven then, though jno
my was not easily accessible, credits for
commodities could bo effected at the le
gal rate. Hut financiers, usurers and .xpoe
ulators persuaded the people and the leg
ulature to try a repeal of the rest lie*
tion, assuring them it woulj render mo
ney more abundant and reduce the rate ol
interest, especially in times of panic.?
They did try it. The restriction was re
pealed. And never was an experiment
nioro decisive. From the dato of the
repeal to this day, money has been iui
more iHaeccssiblo and the rato of interest
far more exorbitant than ever before ?
This alone should settle the question and
determine the rc cnaetmcnt of this salu
tary restriction.
2nd. The rate of profits is tlio ex.
trcrio limit of just or equitable interest
Ntiy; it is n point 4o which tlio laticr
should never reach. Vet, while statis
tics show beyond cavil, that tlio annual
increase of capital is little more than three
per cent.; while wo all know that in her
palmist days the average annual profits
of agriculturo in South Carolina did not
excecd seven per cent.; the agriculturist
eannpt now obtain a loan or cffect a cre
dit at a rate of interest less than twelve,
eighteen, twenty and thirty per cent . The
o-tate of every fanner who borrows money
or bti3? supplioH on credit, must soon he
swallowed u> by the exorbitant interest

3rd. The principle* of free trade can
not ho appealed to in tolerance of tliis
onormity. We restrain gambling and
swindling as nuisances to society, and

morals, sound economy, ami self preser
vation itself, aliko demand it. In vain

though now postpone! to tho regu'ar
so<sion, and that popular sentiment will,
