TAX UNIOKB.
The line should be drawn, and that
sharply, bet vttn those who wish to break
down the system of plunder that now op
presses the State under the name of govern
ment, and those whohve by it and justify
and defend it. Calm deliberation of the
wisest and best of our people has decided
that now w lAe (imc for all AoM?a smji, of all
elassee, colors and political feeling, to Join to
gether to sure the State and redeem them
selves from their present degradation. IIow
then, oan any man who oails himself a friend
to hi? people, a true Southern man?reftise
to join the Tax Unions that have been form
ed simply to express hostility against sueh,
by all parties, North and South. We deserve
to lose, ss we will lose, the sympathy now so
strongly displayed towards us by Republi
cans at the North, if we, from indifference or
from lower motives, stand back and let t^is
wave swesp by us, without taking advan
tage of U. They will think, very properly,
that we Reserve it, and are not worth saving.
Let those then who have not taken this to
heeu* ponder on it well. The choice is of
fered. Do not think you can avoid the issue
by putting it aside ; but come to the front,
then, you whose hearts are true, and let us
spot the ,4double dealers," who are lurking
behind the cover of your skirts, who are on
ly dangerous when they pass for honest men.
Make joining the "Tax Union" the test of
politioal integrity, and let each man thus
bear evidence of the faith that in m him.
Tnxaa has evidently been malfeasance of
some sort in the management of the State
Bank. There has been ranch malfeasance in
the administration of the Government of the
State, by State, oounty and municipality
officials. All the parties, of every name
and politioal affiliation, who are culpable,
should be brought to justiee as speedily as
poesible. There is no way by which that
eonaumation oan be surely reached save by
oieeting honest men to offioe at the next
election. To this end the people of every
nee and color should work, earnestly and
continuously. They must not allow them
selves to bis bamboosled by the blandish
ments of party manipulators and ring-mas

The Constitution ef the Tax Unions
In the State of South Carolina.
1. The objects of the Tax Unions are the
reduction of taxation, and the honest ap
propriation and expenditure of tbe public
funds.
2. There shall be in e*ch county as many
subordinate Tax Unions as msy be deemed
necessary, but not loos than ons such subor
dinate union for each township or ward.
There shall be one County Tax Union for
each county, and one State Tax Union for
i the Stale.
8. Each subordinate Tax Union shall have
' such name or designation as the mentors
thereof may select, but each County Union
may be designated by tbe name of the coun
ty, and the State Union shall be styled "The
Tax Union of the State of South Carolina."
6. All tax-payers in this Stats are eligible
to membership of any subordinate Tax L'n
lou in the county in which they live.
6. Application for membership must be
mads in writing and addressed to the
Tax Union of county?Such applica
tion shall be signed by the applicant, or by
his authority, and shall give the applicant's
full name and address. The applications
must be submitted to the executive commit
tee of the subordinate Union to which they
are addrensed, which committee may report
thereon at any meeting of the Union, and a
majority of the votes of tbe members pres
ent shall be sufficient to elect.
0. The officers of each subordinate union
shall be a president, vice-president, secre
tary, treasurer, and an executive commit
ter of five members, including ths president
and vico-president who shall bo members of
such commit lee,re officio.
7. The subordinate unions shall hold reg
ular monthly meetings, and shall havs au
thority to hold special meetings as msy be
neceaary.
8. Each member of the subordinate union

from being maimed or otherwise disabled,
are liable to a poll-tax, and arc required to
make their returns.

polls will be required to pey a double tax,
and on felling to do so, are liabte to be in
dicted and imprisoned ten days, in accor
dance with Act No. 287, Session* of 1872-78.
