In section 23 it is provided that after the
twelve months from ratification has clipped,
the .county Auditor is to advertise all for
feited lands unredeemed thirty days prior to
sale, and it is also provided, that said lands
?hall not be sold for loss than thoir assessed
value, at the time they became forfeited to
the State ; the terms of said sale to be one
third eash and balance in nne and two years,
purchaser elects to pay all at onoe.

The State Superintendent of Edueatlon,
Was made the apportionment of the appro
priation for common school purposes. In
aocordahcs with the provisions of the law
this year, apportionment Is made up :n the
basis of sohool attendance for the year en
ding June 80, 1878, instead of the scholastic
population, as has been heretofore the ease.
Kershaw County is entitled to 6,718 dol
lar* 60 cents: but on account of the tardiness
of seme of the Cbunty treasurers, (our coun
ty treasurer is not the of them) only two
thirds of this amount has boon paid over.

the war with Mexico shall a'l be placed on
the same fooling as the soldiers of 1812, or
the widows and orphans of such soldiers.

At last the welcome day Iwis come. The
legislature has adjourned, and the members
have, with but few exception**, returned to
their lonf-deeerted homo?not perhaps,
without some missgiring* u to their course
during the session. It might hare been
supposed that upon the adjournment of this
body)? Cblimbk?especially in the vicinity
of the State House?would have lost the
busy look jyith which she has boasted for
aeTcral months last past ; but it seems that
the excitement ban not abated very materi
ally. There are neores'of clerks, attachees, 1
kc,. who Lare as yet been unable to
their money, and they still linger in and
around the Cspttot.
I deem it unnecessary to go into detail with
reference to the measures adopted by the
General Assembly, as I presume your road
era will peruse the recently adopted law* in
the columns of your paper.
The contest for the mayoralty and other
city offices grows greater each spproaching
day. Tue Republican convention met la*t
Monday evening, tod almost unanimously
nominated the present incumbcnt, Maj*
John Alexander, for mayor. The Con
servatives, I learn, do not intend to interest
themselves in the election, and therefore
will make no nominal ions.

driving a fair business, aud the complaiuts
about "dull-times are not so frequent as
they were last Fall.
The weather is about as difficult to settle
as the claims of the "attachecs." Yester
day was uncomfortably warm and bright ;
to-day it is mining, with heavy winds.
From the display made upon tho streets
yesterday, it would appear that military
ardour is gushing out at tho small end of the
horn. A company of militia paraicd yes
terday afternoon with but sixteen men, and,

It is announced that a second edition of
l>r. La Ikirde's History of the South Caro
lina College is now in press, and will be
shortly published. It will embrace addi
tional sketches and a life of the author, le
tter. J. L. Reynolds, and promises to be an

8onator Maxwell soys that he delivered
the joint resolution directing the Attorney
general to^prosecutc Parker with other acta
and joint resolutions to the Governor at 6
P. M., on Tuesday, and got a receipt from
Houston. It is said the press copy book in
the Governor's office showed such receipt
to have been given, and Maxwell exhibited
tho receipt ou Thursday. It had been de
manded from him, but ho refbsed to give it
up. Moses, It is sold, holds Maxwell's cer
tificate that the receipt he gave him as for a
duplicate copy of the bill. A gentleman
states that on Thursday he saw in the hall of
the private secretary of the Governor a leaf
which had been torn from the copy book
and which contained this very receipt. The
mystery of the transaction lies between
Maxwell and Moses Parker is iu good mood.

waters safely, and argued that the Tory dull

bers of tue firm gave Jtheir consent to make
the trial. Accordingly a bargain was that
evening ma le for one-half page of the next
mornings daily paper. The advertisement
contained the information that bills on cer
tain banks that were at a discount would be
received by this firm at par. The result was
magical. Money poured into the lends of
Messrs. Cannon a. Brothers in such lavish
quantities that the panic passed by on the
other side, while their less discerning neigh
bors went to the wall by the doxens. They
spent thousands of dollar* in advertising
throughout the entire "linrd times," a pro
ceeding which wns not only very profitable
to them, but a.i absolute Iwsncfit to tho pub
lic. The junior partner of this firm still re
sides in Now Albany, one of its wealthiest
