The State Superintendent of Edueatlon, Was made the apportionment of the appro priation for common school purposes. In aocordahcs with the provisions of the law this year, apportionment Is made up :n the basis of sohool attendance for the year en ding June 80, 1878, instead of the scholastic population, as has been heretofore the ease. Kershaw County is entitled to 6,718 dol lar* 60 cents: but on account of the tardiness of seme of the Cbunty treasurers, (our coun ty treasurer is not the of them) only two thirds of this amount has boon paid over. Republican govcrn mcut, with every dollar economically drawn from th'e people and wIkI; administered for their interest, is the platform on which Tmk Uviox-lIsaALD proposes to atsud or Call. The former* of Illinois appear to l?c assum ing a po'itical organisation preparatory to the fall campaign. In three Cong;cssianal districts of the State conventions have been called for the purpose of nominating farmers' candidates for Cougross, and it is thought that similar action will be taken through out the State. Captain George Tupper, who was oen tencod to five years' imprisonment at the May. 1873, term of the Court jGenoml Ses sions for Richlaud county, for man-slaugh ter, and who has been incarcerated in the county jail sirce th:vt tituo hns had hit scn tenco commuted by the GoTernor. The sub?committee appointed recently liv the committee on Tensions to consider the claims of the survivors of the Mexican war for pensions, held a meeting, recently, and agreed to pcrfcct a bill to meet these coses. A bill is already pending wliich provides that the iurvivors of the Indian wars uud the war with Mexico shall a'l be placed on the same fooling as the soldiers of 1812, or the widows and orphans of such soldiers. The womnn suffrage movement appears to !>e making more progress in the West than m tUo Kast. Tho Iowa Senate, bus, by a vjic which lacked but ono of beiug uuaniui ous, adopted the House joint resolution for r. constitutional amendment giving women the right to voto. The West seems to be a favor ite threnIre^>r 'trying political and social experiments. It led tho way in the whole sale divot co business. The indications are that the centennial Appropriation jot> is done for, and the won der is what it begun for. The United States Senate flatly refbsos to voto tho SJ.OUO.OJO asked for by tho jobber* as ss entering wedge, ami the prospects for getti/.g 51 ,('00, 000 appropriated by the Legislature of Pen nsylvania seems also doubt fbl. The State Senate has passed a bill making the appro priation, but the watch dogs of tho House are growling about it, and say that no such sum sbould be taken from tho treasury, fot the simple roason that it js not there. So, if Philadelphia wants a celebration, she can celebrate. If she waul* to pUy the snob and entertain European roj-alty, she must pay for it. It is protty clear that neither Con gress nor the Pennsylvania Legislature will throw itself away on tho proposed shqw. The man who docs the daucing must pay the ftddlcr. Tbo cry from Now York, Philcdelphia, Boston, Chicago ami other biifinots centres U that there is more money than thcro is pro fitable inrestmeuts for. Woof the "rural districts" are luuglioJ nt becnuso we say there is need of an increaso of circulation. The New York DnfUtin says ?'the persistent cry in certain quarters for more currency sounds preposterous." Speaking only for the commercial interest at the Urge ccntres, the Bulletin says, gloomily : , The abundance, it need not he added is not an indication of a healthful condition of the business interests of tho country. It tells of widc-sproud stagnation, curtailment of mercantile operations, suspension of en terprise, uncertainty of tho present, and hesitation as to the future. And all this, too, when the ordinary oondilionsof a more healthful state of things were rarely more promising. It Is unnecessary to dwell on on the causcs which have led to this dead lock. In the United States Supreme Court seve ral eases are pending in the nature of a test as totlie obligation of Northern life insurance companies wltieh had agencies in tho South up to tho breaking out of the war. The oases are those ofthe heirs of par'.ic* who had effectod insurances on their lire* with the local agenoioa of certain Northern insurance companies. They had paid up promptly, and the heirs offer to |?ro re their ability and w.lingnesa to oontinue the annual payments which wero either refused by tha loc-vl agents or the said agent* had left tha Coufoderacy. Among the emiaeat council engaged in these cases ar? et-Justioe Curtis, Hon. Lyman Trtmint and den. Oarflcld, for tha insur ance coapaniee. The legislature has adjourned, and the members have, with but few exception**, returned to their lonf-deeerted homo?not perhaps, without some missgiring* u to their course during the session. It might hare been supposed that upon the adjournment of this body)? Cblimbk?especially in the vicinity of the State House?would have lost the busy look jyith which she has boasted for aeTcral months last past ; but it seems that the excitement ban not abated very materi ally. There are neores'of clerks, attachees, 1 kc,. who Lare as yet been unable to their money, and they still linger in and around the Cspttot. I deem it unnecessary to go into detail with reference to the measures adopted by the General Assembly, as I presume your road era will peruse the recently adopted law* in the columns of your paper. The contest for the mayoralty and other city offices grows greater each spproaching day. Tue Republican convention met la*t Monday evening, tod almost unanimously nominated the present incumbcnt, Maj* John Alexander, for mayor. The Con servatives, I learn, do not intend to interest themselves in the election, and therefore will make no nominal ions. A? a general thing our mcrchauts are driving a fair business, aud the complaiuts about "dull-times are not so frequent as they were last Fall. The weather is about as difficult to settle as the claims of the "attachecs." Yester day was uncomfortably warm and bright ; to-day it is mining, with heavy winds. From the display made upon tho streets yesterday, it would appear that military ardour is gushing out at tho small end of the horn. Ono mem ber of the Arm suggested that liberal adver tising wigbr float them through the troubled waters safely, and argued that the Tory dull ness of the times would be' the means of drawing special attention to their odvertiso rneut if they were happily constructed. This argument won nt last, and the other mem bers of tue firm gave Jtheir consent to make the trial. Accordingly a bargain was that evening ma le for one-half page of the next mornings daily paper. The advertisement contained the information that bills on cer tain banks that were at a discount would be received by this firm at par. The result was magical. Money poured into the lends of Messrs.
