prepared to receive tho RETURNS-for the TAXES
. of 1864.
In order to aid tax-payers in preparing their returns,
the following scheduler and classification of taxable ar-^
tides is published:
CLASS I?All Property Engaged in Agriculture.
The kinds-of property which shall be considered as
employed in agriculture arc : Alhlands actually cultivated
or connected with or contributing to such cultivation,
such as wood or pasture lands';" all slaves,
little, big, old and young.,above twelve years of rfge,
n* are properly known and designated as plantation or
farm negroes, lis contradistinguished from mechanics
Or house servants or others not connected with a harm
4 or plantation ; all horRs, mules and ^oxen used as
work animals-on a farm or plantation; as contra-distinguished
from family houses or hotses of pleasure,
and from horses, mules or stock cattle upoji such estate
but not actually iised iij tilling the soil; nil ploughs,
'carts, wagons and implements of husbandry generally
* 'vised and necessary to the proper cultivation of the
crop*.

This property will embrace lands not employed in
'agriculture; all real estate in cities, towns and villages,
and all other real estate throughout the country
that does not contribute to the tax in kind; all slaves
not employed in agriculture, embracing all house servants,
both in the city and country, carpenters, handicraftsmen

carriages, wagons, drays, carts and every specfes of
Telncles on wheels noteiuployed in agriculture ; books,
maps, pictures, paintings, statuary and other works of
art.
The assets of all banks or other joint stock companies.
whether incorporated or not, ere taxod just as in
dividucls ore taxed?banks paying a tax on their capital
and reserved funds, and returning their gold and
eilver coin as others are requhed to do.
Gold and silver ware and plate, jewels, jewelry and
watches; gold and silver com, geld dust, gold or silver
bullion; value of moneys held abroad, bills of' exchange
on foreign countries, promissory notes, rights,
credits and securities, including Confederate bonds; all
solvent credits, bank bills and all other paper issued
as currency-?except non-interest bearing Confederate
Treasury notes?aud not employed in a registered
business.
On all profits madefy buj*ing and selling articles?
purchased since the 1st January, 1863?between the
17th February and 1st July, 18G4, a tax of 30 per
cent. , - * v
Thore is also a tax of 1 percent on all property due
and payable in 1864, under the Act to raise money to
idcrease the par of soldiers.
Tax-payers are urgod, as there has been necessarily
so much delay, to be prompt in making- their "returns

General Orders Nos. 10 and 11, issued from thi?ofTlce,
are required to report for enrollment and assignmenton
or before the 5th day of October next, or they will
be held iiajale to arrest and to the penalties provided
for by the 11 th section of the Act of the General As-'
sembly. ratified the Gth day of February, 1833, onti

II. PersonsTeqnired to report by the preceding paragraph
of these?orders, where companies hare already
been organized in the roil tiartgiment to which they'
belong, will be allowed to select their companies, provided
they are not already full, and will report to the
officers commanding such companies, who will enroll
their names.
III. Whore the companies organized in anr regimeftt
uudcr General Orders Nos. 10 and 11 aft have
maximum number, (100 men,) parsons required to report
bp these orders, will report to the commanding
officer of the regiment, who will organize them into
companies',.if their numbers be sufficient, and make n
return thereof to this* office; any if their numbers be
insufficient to conatituto a company, he will return a

IV. The commanding officers of ^companies organized
iu pursuance of General Orders Nos. 10 and 12,
and of companies to bo orgauized jn the 7th and 8th
Brigades, under Special Orders >To.'12, are authorized1
to enroll for service in their respective companies, the
persdtis required by these orders to report for enrollment
who reside within their raditia regiments, until
their companies reach the maximum number.
V. It is made the duty of all the militia officers of
the State to report to tly proper officer for enrollment
the names of persons v. no are liable to enrollment under
these orders.
YI. Persons enrolled under Goucrul Orders Nos. 10
and 11, under Special Orders Ko. 12 and 'nnder these
orders, will bo allowed! to .volunteer iri . com
pauies of mounted infantry ; but they will, nevertheless,
be enrolled as required by Baid ordors, iltid held
liable to service as infantry until their companies have
been accepted at Ibis office as moputed infantry.

Exlracifrom Act of General Assembly, entitled "An act
for the better organization of the militia, and for other
purposes."
Section II. That all persons liable to perform actuaf
militajy service under the provisions of this Act, whoshall
make default when summoned into such service,
shall be liable to such punishment short of death, as
may bo imposed by by a court martial, according to the
Articles of War of the Confederate Stntes, said court to
to convened by the officer commanding the regiment in
which the defaulter is liable to perform said military
service, who is hereby authorized to order said court,
In conformity with the usages of the Confoderae
States.
