The kinds of property which shall he considered as i
employed in agriculture are : All lands actually cultivated
or connected with or contributing to such cultivation,
sjich as wood or pasture lands: all slaves,
little, big, old and young, nbuye twelve years of age,
as are properly known and designated as plantation or
farm negroes^as contradistinguished froiy mechanics
or house servants or others not connected with a farm
or plantation ; all ho' ses, mules and oxen used as
work animals on a farm or plantation, as contra-dis*tiuguished
from family hordes or hotses of pleasure,
mid from horses, mules or stock cattlo Upon such estate

On all profits made by buying and selling articles?
purchased since the l,st January. 1863?between the
17th February and 1st July, 1864, a tax of 30 per
cent

Tlie Confederate authorities have made a requjsitioimpon
tho State lor Two Thousand laborers monthly.
The proportion of olio-fourth heretofore called for, hud
failed to supplyNialfof this number. In view of thfs
fact and tho great urgency of the demand for labor at <
thi.-r time, it is^deenied expedient to shorten the ictorval
between tho calls, and increase the quota. This is
no violation of the law. for it does not tix the quota of
labor, nor the interval bt tweenthe calls, but prescribes
that such proportion shall be called for as will fill ,the
requsition, giving thirty days notice. Enelr Division
in the ohler filled will bo required to fun^Ph this
quota, and no injustice will be done to bdj.
III. All parties, whether individuals or companies,
who own or employ more than one road hand, are required
to funrish their quota,' (one-half) unless relieved
by detail lrom Department Headquarters. - Tlrs call
relieve only those hands permanently engaged on the
specific work for winch the detail was granted- Cotnj
missioncrs of roads will givo their attention to this
matter and report to this office. .
vy- Great confusion exists from the imperfect manner,In
which the names of OY'ners,areVFcn to agents
nt the sevorni depots. It is tho duty of one,. or more
of tho Commissioners, to bo present to verify thoquo^i
of each owner, and prepare correct lists.
. Within five days after delivery on this call they will i
please forward to this office names of defaulters in their
resoeetive divisions o< roads.
