town authorities within tha Judicial Districts of
Lancaster, Kershaw, Chesterfield, Darlington, Marl
boro, Marion, Sumtor, Clarendon, Williamsburg. sna
Horry, will forthwith summon all slaveholders within
tlieir respective limits to deliver UNE-liALF of their
slaves, liable to road duty, at the Railroad depots nearest
their residence, on TUESDAY THE 27TH I?AY
OF SEPTEMBER NEXT, at 8 o'clock, a. m , there to
await transportation to Charleston, for thifty daye
labor on the fortifications.
II. The Confederate authorities have made a requisition
upon the State for Two Thousand Inboron monthly.
Tho proportion of one-fourth heretofore called for. had
failed to supply half of this number. In view of tlfis
fact and the {treat urgency of the demand for labor at
this time, it is deemed expedient to shorten the interval
between tho calls, and increase the quota. This is
no violation of tho law. for it does no* fix ihe quota of
labor, nor the interval between the calls, but prescribes
that such proportion shall be called for as will fill the
cequsitiou. giving thirty days notice. Each Division
in tlie order fixed will bb required to furnish this
quota, and no injustice will bo done to sny.
HI. All parties, whether individuals or companies,
who qwn or employ more than Ono road hand, are required
to furnish their quota, (one-half) unless relieved
by detail lrom Department Iloadqunrters. Tics can
relievo only those hands permanently engaged on the
specific work for which tlio detail was granted Commissioner*
of roads will givo their attention to this

IV.. (Jreal contusion exists from the imperfect manner
in which the names of owners are K'TaH lo Rents
a*, tlui several depots. It is the duty of one, or more
of the Commissioners, to be present to verity the quota
of each owner, and prepare correct lists.
Within fire days after delivery on this call they will
please forward to this office names of defaulters in their
respective divisions o' roads.

To (he Citizms of South Carolina :
The gallant army of Tennessee
has been compelled by numbers to evacuate
Atlanta. Whilst the Confederate authorities
will doubtless dp their duty through the
Army and the State Reserves, now organized
Hnd in the field, under Brigadier Ghnera! Chesnut,
towards the defence of the. State, the pres
ent military condition of the country require.*
that every man who can wield a weapon should
be in sonic organization for the attainment of
the same object.
The annexed orders provide for such organizations
as the Executive is authorized to re
: quire under tlie law ; and it ia expected that
i every one who is liable will, without excuse,
rally to the colors of the State in his appropriate
organisation.
But the force now most useful for all our
military purposes is a mounted force; and that
(it can only be voluntary).* I conjure the
ydBlftanary of the State, by every consideration
of interest and patriotism at once to organize.
Let it be formed without reference to age.?
Many a mail over 50 will make as efficient a
mounted soldier as others half his years. In
'51 the State, then looking to the possible conflict
which is now upon us, could boast as gallant
a body of mounted men, many of them
now ovfcr 50, as ever flashed a sabre in the face
of n foe.' Many of them are doing good in the
field. Let those at home unite with their
younger fellow citizens in organizing companies
for mounted service. Each. ittan must
mount and equip himself, except as to a cartiinr>

The horses (one to each officer and man) upon
being registered with the Captains of Companies,
as also the equipments, which (the
horse and equipments) shall be used for military
purposes, will be exempt from impressment,
seizure, distress and execution
If in a regiment or district enough do not
unite to form a company, let them organize
with from 15 to 30, electing a lieutenant, unite
with some organiiation in another regiment or
district, so as to make up a company snd selecting
a captain, determine the ra"nk'of their
lieutenant? by lot or otherwise. Upon the organization
of companies having in the aggregate,
including four (4) commissioned and eight
non coinnussionofj olticers, not less than
sixty-eight f68), they Trill be received aitfi
tinned ; and when the number of companion is
sufficient, will be organized into battalions aod
regiments by the election of field officers.
All persons liable to service, who do not attach
themselves to a mounted company, will
be organized in one of the two classes embraced
in the-annexed order from the Adjutant and
Inspector General's Office.
Citizens of South Carolina I You entered
this contest resolved to live free or perish.
Your brothers, sons ar;d fathers of the army
and State Reserves are already in the field.
Place yourselves by their sides and make good
your determination, that no foul minion of the
despot Lincoln should ever place, with imptnii
ty, his unhallowed footprint on the soil of your
State. You have never wronged yonr foes.
Make them rue the day they attempted to efface
yon from your heritage and give it to others.
