Lancaster, Kershaw, Chesterfield, Darlington, Marlboro,
Mariou, Suintcr, Clarondon, Williamsburg. and
''Horry-, will forthwith summon all slaveholders within
their respective limits to deliver ONE-HALF of thoir
slaves, liable io road duty, at tho Railroad depots nearest
their residence,'on TUESDAY TH15 21 Til. DAY

11. Tho Confederate authorities have matle a requisition
upon tho State lor Two Thousand laborers monthly.
Tito proportion of one-fourth heretofore Called for, had
failed to supply lialfof this number. In view of this
fact and the great urgency of tho demand for labor .at
this tiino, it is deemed expedient to shorten the interval
between the calls, sind increase tho quota. This is
no violation of the law. for it does not fix the quota of
labor, nor the interval between the calls, but prescribes
that sucli proportion Shall be eallod for ns will (ill tlio j
requsition, giving thirty days notice. Each Division
in the order fixed }vill l*> required to furnish this
quota, and no inju.st.iee will be dono to iwiy.
HI. All parties, whether individuals or companies,
who own or employ more than one road lituid, are required
to furnish their quota, (one-half) unless relieved
by detail trom Department Headquarters. Ties can
relieve only those hapds permanently enga'ged on the
specific work for which tlio detail was granted Cotn"niissionors
of roads will give their attention to this
matter and report to this office.
IV. Great confusion exists from the imperfect manner
In which tho nilbuis of owners arc given to agents
at the several depots. It is tho duty of one, or mofe
of the Commissioners, to Be present to verify the quota
of ench owner, and prepare correct lists.
Within five days after dolivery on this call they will
please forward to this office names of defaulters in their
respective divisions ol roads.
