ITliK ATTENTION OF PERSONS EXEMPTED
or detailed for agricultural purposes, aud who
have given bpndfto tlio Government, is directed to the
following paragraph from Circular No. 2-1, Bureau of
Conscription: \
"2. Tho sade to tho Government, or to the families
of soldiers, at prices Used by the Commissioners of the
State under tho Impressment Act,- of the marketable
supplies remaining after furnishing the Government
with the stipulated quantity of provisions, and which
ho jnay raise from year to year while his exemption
continues, as made, by tho Act ol Congress, approved
February 17, 1864, oue of the conditions of exemption
nllowod to an overseer or agriculturist. A cluim is
.'asserted by eomo of those exempted as agriculturists to
exchange such part of the aforesaid surplus as the}'
may please for supplies of provisions, clothing ami the
like, to bo consunied.in family use, nmrio sell to tlie
Government or tho families of soldiers only what may
remain of such surplus after making such ox'diangcs.
Tiiis claim is in violation of law, and of their contract
with the Government, and Cannot bo allowed.
"Upon satiafaetoi# evidence being furnished that
persons exempted as overseers or agriculturists have
or aro thus disposing of their surplus productions br
exchange aa aforesaid, Enrolling Officers will arrest
all such persons, forward them to their nearest Camps
of Instruction, to be retained tlicro untii final action
'shall be takou and announced in their cases, and forward
through the proper channels of cottununic.ii.ion to
this Bureau a roport of all the facta and circumstances

certificate of exemption, should be informed thut the
action indicated above will be token in tho event of
his not disposing of hjs marketable surplus in accordance
with tho requirements of law."

town authorities within the Judicial Districts of
.Lancaster, Kershaw, Chesterfield, Darlington,'Marll)or<>,
Marion. Sumter. Clarendon, Williamsburg. and
lloriy, will forthwith summon all .slaveholders within
their respective limits to deliver ONE-HALF of their
slaves, liable to road duty, at the Railroad depoU nearest
their residence, on TUESDAY THE 27TH DAY .
OF SEPTEMBER NEXT,, at S o'clock, a. in . th*>re to
await transportation to Charleston, for thirty days
labor on tho fortifications.
II. The Confederate authorities have made a requisilion
upon tho State for Two Thousand laborers inopthly.
The proportion ol'onc-fourth heretofore called for* bad |
failed to supply half of this number. In view of thin
fact and tlie groat urirenej* of the demand for labor - at
this time, it is deemed expedient to shorten the interval
between the calls, and incrcascMho quota This is
no violation of thy liptv. for it doea not fix tho quota of
labor, nor tho interval between the call^ but prescribes
that such proportion shall be culled for as will fill the
requisition, giving thirty dayd notice. Each Division
in the order fixed will be required to furnish this
qiWfca. and no injustice will be dono to any.
III. All parties, whether individuals or companies,
who own or employ mora than ono road hand, are required
to furnish their quota, (one-half) unless relieved
by dotail from Department Headquarters. This can
relieve only tboso hands j)ermanentl); engaged on the
specific work for which tho detail was granted. Commissioners
of roads wiil givo their attention to this
tnatter and report to this office.
IV. Great coufusion exists from the itliporfect manner
in which the names of owners are given to agents
at the several depots. It is tho duty of ono, or more
of tho Commissioners, tt> be present to verify the quota
of each ownor, and prepare correct lists. ? ,
Within live daya after (delivery od this call they will
please forward to this office names of defaulters in their
respective divisions of roads. ,
