Southern Dependence.
The National Era, in some ridiculous coin
incuts on our Commercial Convention, says:
"The truth is, Northern capital is the lifeblood
of Southern industry. A country, confining
itself to the production of one or two
staples, and depending for a supply of its multiform
wants upon the proceeds must always
be tributary to other countries, in which labor
is diversified, and employed in producii% such
articles as it must have. The planters in the
British West Indies, under the system of slavery
were always in debt. Uiere large exportations
in favorable years, when the sugar or
4 couee crop was aouuuam, l-huuicu mt-iu w
pay tlie heavy advances made them by the
merchants in England, but left their estates
encumbered with mortgages for advances made
.'them in seasons of scarcity. The planters of
.the south are tributary to northern capitalists,
and this is why the proceeds of their exports,
in the shape of foreigij imports find flieir way
to northern ports. Tttey go to satisfy' the en-'
gagements they have contracted there. Could
5 hey succeed in their dream of direct trade with
Europe, it would not relieve them from dependence,
but merely transfer it from New York
to Liverpool and London, the merchants and
capitalists of which would obtain the same

Our Difficulties with Cuba.?By the

vailed at Havana that the authorities had sent
on hoard the America^Commodore's ship, the
Columbia, to inquire if he intended to salute
the Spanish flag. His reply whs, that he never
saluted any flag that insulted his; and until the
difficulties now pending between the two Governments
Avert* settled, he would not have any

'Gen. Watson Webb, the proprietor of the
New York Courier and Enquirer, is now (cr
was a few days ago) inLondon.
It seems that in that large city he took dinner
with davers noblemen,?among whom were
some members of the British Cabinet. It was
on the occasion asked of him, whether he
thought the United States were well disposed
towards Great Britain in the eastern war. Gen.
Webb said yes with alacrity ; and, if the papers
are to be believed, straightway Lord Palm
erston came to tho ccnclusiou that if lio-sia
beat Kngland and France those two powers
can fall back upon the United States. Gen.
Webb, in decency, could not havp said less,
lie was drinking tho wine of his hosts, and he
could not stub them by declaring that. Russia
is an American " trump."
Shortly after?indeed, perhaps, the next day
?Gen. Webb delivered a letter to the London
Times embodying a national opinion for the
United States in favor of Uus-ia. ' Io this letter,
in alluding to the Czar he says '-That
wretch" at least once, and, it may be, ofieuer.
He also declared, in effect, that if that
wretch" should swallow up Great Britain and I
France, the United States would doubtless
supply a stomach pump by which they might I
. be readily fetched up again.
Gen. Webb >eems to be more consulted in j
ILondon than Mr. Buchanan; yet the one is |
known throughout the United Slates with res <
peel, while the other circulates within a ward j
of .New York city. If Gen. Webb lias m?t a ;
mission from tlie United States, he is the most
impudent and impertinent feilow that ever
stretched his legs beneath the mahogany of

It is stated that a movement is on foot at
Washington to re-organize the Whig party,
and to urge thj name of the Hon. John Hell
of Tennessee, as a c.-mdidate for the next Presidency.
Other names, however, are mentioned,
and among the most prominent ar<J Millard
Fillmore, of New York, Edward Everett, of
Massachusetts', and John J. Crittenden, of Kentucky.

The same news had also been communicated
to Louis Napoleon, and France, thereupon, j
also declared war formally, to take effect at,'
the same time.
The most extensive preparations were mak- <
ing throughout England and France. Troops j
were marching and preparing to depart for the
Eas>t daily.

week. Sales of 30,000 bales.
Indian Corn advanced 1 shillings per quarter
in the week.
The Money Market was dull.
The political news is warlike but does not
vary materially from the advices by the Her-!
maun.
