either under a tavern or retail license,
who shall keep his, her or their store,
shop, bar-room or saloon open for the

day, shall be subject to a penalty pf
not more than fortr-flve dollars, nor
less than twenty dollars, at the discre?
tion of the City Conucil of Columbia,
