Mortality op thb Races.?Somo
time ago, mention was made of the re?
markable mortality of the colored peo?
ple of Charleston,. Sonth Carolina, as
compared with mortality among the
whites?the basis used for the compa?
rison being weekly returns, covering j
less than a month. Still more strik?
ing results are presented by the health
officer of Charleston in the returns for j
the year. The deaths of whites dur?
ing the year numbered 718; colonel
1,230. The estimated white popula?
tion is 24.000. That of the oolored is
26,000. Thus the ratio of deaths is
one for every 23 whites, and oue for
every 21 colored. The health officer
eaye in his report that -'previous to
the war, consumption among the
blacks was of rare occurrence, and
then only among tho well-marked
scrofula diathesis of the African de?
scendant." Tbe increase of the die
euse is ascribed to exposure, dissipa?
tion, want of. proper nutrition, cloth?
ing and bedding, aud the health
officer Bays that the only hope of sav?
ing the race from tbe fatu of the Ame?
rican IndianB is in securing to them
moral, religious and industrial educa?
tion, That this fear of their dyiog
out in that locality is not an idle one,
is ehown not only by the general
death-rate of the race, bat particularly
by the death-rule, among children
uuder five years of age. The propor?
tion of oolored still-born to whites waa
last year as 6 to 1; tho proportion of
deaths under flvo years as 2 to 1?and
this in a, oommqnity ulmost equally
divided by tbe two races. Carpet
bagism and Congressional legislation
of the sort fashiouable with the domi?
nant party for tbe South, will never
better, but odd to this deplorable con?
dition of the colored people.
