Claims to a very large amount, for the proceeds of cotton seized by the authorities of tho Uuittd Stutes during the late war of the rebel? lion, greatly in exoess of the amouut of proceeds now in the bauds of the Government, are pending iu the Trea? sury Department und before tbe Court of Claims. I suggest that provisions be made by law, that wheu any claim for tbe proceeds of any specific seizure of cotton is disallowed, that 6uch pro? ceeds bo coverod iuto tbe Treasury and put beyond the reach of any other claim that may be made for the pro? ceeds of cottonl6old?us, for example, one Mitchell brought a suit to recover the proceeds, amounting to $123, 692 22?1 think ought now to be re? garded as money belonging to the Go? vernment, and should, therefore, be covered iuto the Treasury. All of this fond now held by the Government will probably be consumed by these claims, unless this oourse is taken. It seems to mo that it is of very little oonsequeuce for the Government to defeat claims for the cotton, if tbey be held to be paid upon other claims that may bo eventually allowed agaiuat the Government, as very many of these olaims are probably fraudulent, as their aggreguto is greatly in excess of the aggregate amount of proceeds re? ceived by the Government; but it does not necessarily follow because they are fraudulent, they will not prevail, as these who furnish testimony very often are participants in the frauds, and ex? pect a share in the amount of the re? cover.
