Thk Reconstruction Sham.?For ten years the Republican party has aoted upon tho assumption that the Southern States were oonquered ter? ritory; that by "rebellion" the eccodod States forfeited all tboir politioal rights, and benoe could only be rein? stated in tbe sisterhood of Stater, by complying with certain arbitrary and tyrannical conditions. They ruled that oommon schools should be estab? lished in the Southern States where black and white children should min? gle; that only "loyal men" and former slaves should retain the franchise. The Demooratio idea was that tbo re? sult of the war being the defeat of the attempt to establish a Confederacy, and being aooepted by the people of the South, as well as tbe extinction of human slavery, their old legislative re? lations with the Union should be promptly restored, and their repre? sentatives be. accorded seats in Con? gress. The Republican party, how? ever, having taken the reins of power by menus of the sword, resolved to perpetuate their control by the same means, aud have, since tbo surrender of Leo, played the rule of military cooqnerers; placing at their head a milkury man who had, by no martial talent of his own, beauaie the General of tbe Army, xue wondering World has consequently beheld the marvelous spectacle of a Republican Government instituting a military eatrapy over several sovereign States aud devoting its energies to keeping down, iu the lowest degrudatiou, tun original inha? bitants whilo encouraging the abuses entailed by officials who have invaria? bly proved as obnoxious, oorrupt and oppressive as the old Publicani of the Romao empire. For ten years, then, the Republican party baa employed tbe army, navy and other resources, ostensibly in behalf of tbe negro, bot in reality to perpetuate its own power. Its system of "reconstruction" has proven u miserable failure aud swindle, its shibboleth of "liberty aud pro gresti" has become a transparent sham, It has proved itself an impostor, and the people have found it out. But all history shows what a difficult task it is to fling off suoh a vampire from the life of tbe nation. Tho very intima? tion of prospective defeat has aroused all the malignity aud cunning of the most aotive brains in the party. It proposes, if it dies, to die bard, aud with the sword and plunder io its hand. Hence the importance of tbe next two years to tbe prosperity and civil liberty of the nation. The Re? publican doctrine of superseding the necessity for individual self-reliance has its resultant iu antooraoy or an oli? garchy. Tbe American Domooratio doctrine is that one man has no more right to be supported by the rest than another has to govern the rest, and that every man must contrive for him? self as well as to work for his bread. It recognises no legislation in favor of a class, aud believes that Demooraoy is for those who govern themselves as individuals and Who are qualified to bear tboir part in the government of the whole. Those who, by neglect or bad education, cannot take care of themselves, moatoomplete their edu? cation in the sohool of bard necessity. For ten years tbe reconstruction sham of the Republioan Administration has sought by ediots to lift tho negro at onoa to a level with the white man. Eiiota to subvert social arrangements are simply revolutionary and destruc? tive. The fruit of Republican policy, gread and hypocrisy, is, to-day, placed in sucb a glaring way before tbe na? tion, that it esn never cover its .naked? ness. Like the king in Hans Ander? sen's clever story, who allowed his courtiers to persuade him that he was attired in regal robes, although entire? ly naked, a little obi Id can deteot at once the fraud, and bring swiftly upon the monarch tbe derision of the peo? ple, by the simple exclamation: "Why, people, the king is naked I" [Louisville Courier Journal. California.?In 1874, 2.000 new houses were erected in San Franoisco. In round figures, the sums paid for sales of real estate amounted to 824, 000,000, or nearly double tbe total of the previous year. The increase in the value of real eat-tte is estimated at 10 per cent. The present population of the oity is placed at 220.000. The native products, snob as wines, raisins, currants, tigs and dried, fruits, are dis? placing imported commodities, and home-grown tobacco is rapidly gaining in favor. Tho movement of wheat during the past season has been ex? ceedingly active, and exceeded that of 1873 by nearly a fifth. The necessity that auxiliary crops, suoh as barley, hops and oats, should be more exten? sively raised is felt, and the San Fran? cisco papers orga the farmers to make arrangements for this daring the com? ing season. The experiments in flax raidng have proved most successful, aud tho hops grown in tho State arc pronounoed as folly equal to the finest specimens produced iu tho gardens of Kent and Surrey, and far superior to those of Alsace. When Miss Cushman speaks of her valuable time, it means something. She made four dollars a minute in ono of her recent New Jersey readings. The Shah of Persia is- inclined to favor Russian progress to the Indian Ocean, bot this ia just what England does not like. The Shah baa granted! tho right of way to Russia to oonelr not a railroad, which is projected from Trebizonde, on the Black Sea, through Persian territory to the Persian Qu If. England Bees a blow aimed at her In diau trade and aupremuoy, and is re? solved to throw obstacles in the way of Russia's ambition. Hence there is a probability of a break with the Shah of Persia. The association daring the last year has furnished to poor young men over 166,000 meals, of whioh 62.000 have been free, and 9,000 lodgings have been famished. About 2,000 have se? cured situations direotly through the help of the asssooiatioo and its branohes.
